About The Position

The Senior Application Functional Specialist will provide senior-level functional and technical support for SBA’s Oracle Federal Financials environment, including Oracle E-Business Suite configuration, functional setup, Subledger Accounting support, user support, process analysis, testing, documentation, and operational improvement. This role supports SBA’s Financial Systems Division in maintaining mission-critical financial management systems, including JAAMS and related financial system integrations. This position is contingent upon contract award.

Requirements

  • 10+ years of federal financials experience required
  • Experience with Oracle Federal Financials and Oracle EBS functional modules, including GL, AP, AR, Purchasing, Budget, Federal Administrator, and SLA.
  • Experience supporting federal financial management systems, accounting operations, audit support, user support, configuration analysis, testing, and documentation.
  • Knowledge of federal financial management requirements, internal controls, security processes, and change management.
  • Strong communication skills with ability to support Government users, system leads, technical teams, and auditors.
  • Must be able to obtain and maintain SBA suitability/Public Trust, PIV access, and access to SBA systems as required.

Nice To Haves

  • Bachelor’s degree in Accounting, Finance, Information Systems, Business Administration, Computer Science, or related field preferred. Equivalent relevant experience may be considered.
  • Oracle EBS, Oracle Financials, CPA/CDFM, or federal financial management certifications are preferred but not mandatory.

Responsibilities

  • Provide technical and functional support for Oracle Federal Financials environments, including configuration changes, functional setup modifications, and Subledger Accounting maintenance.
  • Support General Ledger, Purchasing, Payables, Budget, Receivables, Federal Administrator, and Subledger Accounting modules.
  • Provide user support/help desk services, user account support, problem response and resolution, security incident support, root cause analysis, and testing of corrective actions.
  • Review current business processes and recommend improvements aligned to SBA financial operations and federal financial management requirements.
  • Evaluate new Oracle EBS product offerings and advise on capabilities, limitations, and impact to the SBA environment.
  • Maintain and update operational, functional, and configuration documentation; assist in documenting processes where documentation does not currently exist.
  • Coordinate with SBA system leads, functional users, developers, DBAs, and project leadership to support daily operations, testing, change control, and production support.
