About The Position

This newly created role is essential to achieving the objectives of the IT Vice-Presidency (ITVP) within the Individual Insurance sector, specifically in reducing technological debt across the organization. Reporting to the Senior Director, Infrastructure and Cross-Functional IT Applications within the Individual sector, the Senior Advisor acts as a strategic partner to executives and delivery teams, helping structure, prioritize, and oversee a portfolio of technology modernization initiatives.

Requirements

  • Holds a bachelor's degree in Computer Science, Software Engineering, or another relevant discipline
  • Has 15+ years of experience in information technology, particularly in IT strategy, enterprise architecture, governance, and transformation
  • Is recognized for developing structured technology roadmaps and thriving in complex, multi-sector environments
  • Demonstrates strong analytical rigor and the ability to perform in-depth financial and budget analyses (CAPEX, OPEX, ROI, TCO)
  • Has extensive expertise in IT governance, contractual frameworks, and compliance risk management (audit, SOX, etc.)
  • Is known for the ability to influence and mobilize stakeholders, including executives, and to ensure effective cross-functional coordination
  • Possesses strong strategic communication skills and the ability to simplify complex concepts
  • Has an intermediate level of English proficiency, as the individual will regularly collaborate and communicate with partners, vendors, and teams located outside Quebec

Responsibilities

  • Defining integrated technology roadmaps
  • Conducting rigorous cost-benefit analyses
  • Assessing operational, regulatory, and compliance risks
  • Ensuring business–IT–architecture alignment
  • Identifying conflicts and recommending the best implementation strategy(ies) in collaboration with solution architects
  • Develop and maintain multi-year roadmaps for technology transformation programs (infrastructure, platforms, and applications)
  • Ensure the prioritization of initiatives based on business value, budgetary and contractual constraints, and dependencies
  • Translate strategic directions into concrete, structured, and measurable execution plans
  • Produce detailed financial analyses (CAPEX, OPEX, ROI, TCO)
  • Compare different scenarios (build vs. buy, modernization vs. replacement, etc.)
  • Recommend optimal options based on: Expected benefits Organizational capacity Budget constraints
  • Act as a bridge between business units, IT teams, information security, and enterprise architecture
  • Ensure project alignment with architectural principles and technology directions
  • Support leadership in strategic decision-making
  • Assess compliance risks (internal audits, regulatory requirements, standards)
  • Identify operational, technological, and organizational risks
  • Establish or enhance IT governance frameworks
  • Ensure decision traceability, process rigor, and consistency of standards
  • In collaboration with the Program Manager, mobilize cross-functional teams
  • Prepare strategic briefs and executive presentations
  • Clearly communicate issues, trade-offs, and impacts
