About The Position

The Office of Talent and Workforce Development (NYC Talent) aims to ensure all New Yorkers can access good-paying careers and employers can access New York City's talent. This involves aligning efforts across the city's public-private workforce development ecosystem, providing data and policy expertise, and supporting program innovations. NYC Talent collaborates with government, employers, educational institutions, nonprofits, and philanthropic organizations to align the city's workforce development strategy with employer demand, jobseeker needs, and the evolving economy.

Requirements

  • Bachelor’s degree from an accredited college or university
  • 8+ years in government, public-policy, legal, or intergovernmental affairs, with at least three years in a managerial capacity, OR 10+ years of related work experience, with at least three years in a managerial capacity.
  • Extensive knowledge of the federal Workforce Innovation and Opportunity Act (WIOA).
  • Exceptional written and verbal communications skills, including formal presentation skills.
  • Comfortable working in a fast-paced environment, managing multiple projects simultaneously and prioritizing projects to meet deadlines.
  • Ability to represent NYC Talent with confidence when presenting to senior-level public and private sector partners.
  • Self-starter who positively contributes to a learning culture and collaborative team and is willing to perform the full range of tasks required in a dynamic, rapidly responsive, and growing organization.
  • Ability to quickly absorb complex, technical concepts and brief staff within the Office as well as senior external stakeholders.
  • Excellent analytical and creative problem-solving skills.
  • Thorough knowledge and proficiency in Microsoft Word, Excel, and PowerPoint.
  • Four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.

Responsibilities

  • Serve as Director of the NYC Workforce Development Board (WDB), supporting its role in overseeing Workforce Innovation and Opportunity Act (WIOA) funding and performance, and coordinating with relevant city departments.
  • Serve as primary subject matter expert on WIOA, ensuring compliance with laws and regulations, managing Board governance, and reviewing/communicating federal and state policy guidance.
  • Advise the Board, NYC Talent, and City leaders on leveraging WIOA to advance economic mobility, improve access to services for underserved populations, reduce disparities, and support individuals facing employment barriers.
  • Oversee Board compliance and governance, including Board composition, WIOA Local Plan development and submission, maintenance of official records, policy development, COIB disclosures, One-Stop oversight, and event logistics.
  • Manage fiscal and programmatic oversight, including acting as the lead for USDOL and NYSDOL Audits, tracking funding allocations, monitoring system-wide fiscal health, processing Worker Adjustment and Retraining Notification (WARN) Notices, and negotiating local performance accountability measures.
  • Provide expert technical assistance to NYC Talent’s Industry Partnerships to maximize the use of WIOA-funded programs by NYC businesses.
  • Support City efforts to maximize the leveraging of WIOA against other funding streams.
  • Represent NYC on the NYSDOL Statewide WDB Directors' monthly calls and co-chair the Regional Business Services Team.
  • Review and coordinate responses to requests for Letters of Support from stakeholders applying for state and federal funding.
  • Serve as spokesperson, representative, and ambassador of NYC Talent in public forums, advocating for initiatives and preparing written materials for presentations and meetings.
