About The Position

This position serves as the Senior Accounting Manager for the Department of Innovation & Technology (DoIT), directing, managing and controlling the Accounting Program which includes the Payroll and Accounts Receivable units for the Department. In this role you will prepare complex financial statements and comprehensive accounting reports and assists the Comptroller in analyzing and reviewing policies and procedures, reports, requests, legislation, etc. In addition, you will prepare necessary responses, coordinate and evaluate special projects and studies and supervise professional financial and accounting staff.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in accounting, financial management or directly related fields.
  • Requires prior experience equivalent to three (3) years progressively responsible administrative experience in accounting or financial management.
  • Requires three (3) years of professional supervisory experience in a large organization.
  • Requires certification as a Certified Public Accountant (CPA).
  • Requires the ability to verify identity.
  • Requires employment authorization to accept permanent full-time position with the State of Illinois.
  • Requires ability to pass a position specific, agency required background check.
  • Requires self-disclosure of criminal history.
  • Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices.

Nice To Haves

  • Three (3) years of professional accounting/fiscal experience leading the preparation, review, and reconciliation of complex GAAP/GASB-compliant financial statements and management reports for large organizations.
  • Three (3) years of professional experience building complex Excel solutions for fiscal data, including Power Query/Get & Transform, pivot tables, advanced formulas, data validation, macros/VBA, and audit-ready reconciliation.
  • Three (3) years of professional experience coordinating and managing accounting/fiscal projects from scoping through implementation, including timelines, risk mitigation, stakeholder engagement (HR, IOC, SERS), and reporting.
  • Two (2) years of professional experience supervising professional accounting/fiscal staff, including workload assignment, coaching/training, performance management, and conducting formal evaluations.
  • Two (2) years of professional experience designing and producing comprehensive reports to identify statutory/policy violations, noncompliance and significant irregularities, and implementing corrective actions.
  • Extensive knowledge of the State of Illinois Pay Plan, and familiarity with Personnel Code, Rules, and Position Classification Plan (or similar frameworks).
  • Extensive knowledge of the State of Illinois accounting systems and demonstrated application of the Illinois State Finance Act (30 ILCS105) or similar systems and acts in daily operations, compliance testing, and financial reporting.
  • Working knowledge of payroll and timekeeping applications/systems including Central Time & Attendance System (CTAS), eTIME, Comptroller Central Payroll System, SAP SuccessFactors Payroll System or similar platforms.
  • Ability to analyze administrative programs and processes, identify root causes, and implement effective, sustainable solutions while coordinating cross-functional efforts to resolve complex issues.
  • Bachelor’s degree in accounting or a master’s degree in accounting, finance or related field.

Responsibilities

  • Under administrative direction of the Comptroller, serves as the Senior Accounting Manager for the Department of Innovation & Technology (DoIT) directing, managing, and controlling the Accounting Program which includes the Payroll and Accounts Receivable units for the Department, including developing, implementing, and evaluating policies and procedures for the program.
  • Assists the DoIT Comptroller with the implementation of agency policies, programs and procedures for financial management and financial reporting, accounting and payroll, including recommending and implementing policies to maintain effective fiscal and accounting management and compliance with all rules and statues, in conjunction with the DoIT Comptroller
  • Serves as full-line supervisor.
  • Assigns, directs and evaluates special projects and studies, including determining and coordinating project components, such as project scheduling and assignments.
  • Confers with DoIT managers, the IL Office of the Comptroller (IOC), State Employees Retirement System (SERS), and agency employees, responding to inquiries related to program processes, including providing advice and guidance to management and DoIT staff concerning all program related issues.
  • Attends and participates in internal and external meetings regarding program and other confidential and sensitive payroll, accounts receivable and other related human resources matters, including explaining and interpreting agency programs, policies, operations, functions, activities related to payroll, accounts receivable, and the Comptroller’s Office.
  • Keeps abreast of new developments in State of Illinois financial and accounting processes by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
