About The Position

The Illinois Department of Revenue is hiring a Business Income Tax (BIT)/Withholding Income Tax (WIT) Advisor (Public Service Administrator Opt. 2) for their Taxpayer Assistance Division in Springfield, IL. This role is responsible for providing technical guidance and assistance in resolving operational issues, developing and implementing BIT/WIT training curriculum, speaking at public outreach events, developing, reviewing, and writing BIT/WIT procedural manuals, and directing, coordinating, and participating in special projects and test teams. The ideal candidate will possess strong analytical and oral/written communication skills, the ability to train individuals with diverse backgrounds, and current knowledge of Illinois and Federal Business Income and Withholding Income tax laws, returns, and documents.

Requirements

Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in public or business administration, tax accounting or tax law.
Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax accounting work.
Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.
Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.

Nice To Haves

Three (3) years of experience working with current Illinois and Federal tax laws, rules and regulations.
Three (3) years of experience working with Business Income Tax or Withholding Income Tax.
Advanced proficiency using GenTax, MyTax Illinois, or similar tax processing software systems.
Three (3) years of experience analyzing tax returns and documents making independent decisions on complex cases.
Two (2) years of experience reviewing proposed legislation, identifying issues, creating analysis, proposing solutions and implementing approved changes.
Three (3) years of experience developing training materials and conducting structured training programs or classes.
Three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
Two (2) years of experience identifying issues, proposing solutions and defending proposed changes.

Responsibilities

Provides extensive technical consultative tax services to both the Taxpayer Assistance Division Manager and the Customer Services Bureau Manager.
Provides technical guidance and assistance in resolving procedural, processing, and technical tax issues which lower-level staff are unable to process.
Develops training curriculum, and conducts structured and technical training classes on a department-wide basis concerning various tax issues.
Recommends legislative and policy changes relative to the tax systems and all phases of the BIT and WIT tax processes.
Analyzes, composes, reviews and revises BIT and WIT operating procedures and manuals, IDOR policy and policy letters, bulletins, schedules and schedule instructions, internal procedures, guidelines, workflows, tax forms, correspondence, bills, and notices utilizing historical documents, memos, etc., to ensure technical accuracy.
Directs, coordinates and participates in a variety of special projects and test teams as instructed by the Division Manager.
Serves as primary resource for resolving sensitive or urgent inquiries, as they are related to Business Income and Withholding Income Taxes, that are initiated within the executive or legislative branches of state government, Director’s staff, other State Agencies, Federal office holders, and senior management personnel.
Conducts management studies of IDOR policy, procedures and needs, that contain proposals for implementation of new programs, policies and initiatives with plans of action and guidelines for implementation.
Assists and serves as back-up to the Individual Income Tax and Sales and Use Tax technical staff to ensure continuity and consistency in training, forms review, testing, outreach events, etc.
Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
