About The Position

The Tsui Group is seeking a qualified and experienced candidate to serve as a Safety Manager for a large educational client within Los Angeles County. This role involves performing management oversight of construction activity on behalf of the client, reporting on contractor regulatory and contract safety compliance across multiple project sites. The Safety Manager will monitor compliance with all current OSHA requirements relevant to the construction projects, perform daily safety reviews of work in progress, and monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures. This position also provides support to the Program Safety Manager, including attending meetings and providing safety reports/analysis. The role requires attending construction meetings, leading safety topics (toolbox talks), reporting on site observations, and reviewing upcoming construction schedules for hazard preparedness. The Safety Manager will conduct ongoing construction site safety inspections, generate daily safety reports, and submit weekly Project Health Safety and Environmental Observation Reports. A key responsibility includes reviewing contractor submittals such as JHA, MOP, Fall Protection Plans, Crane lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and hazard assessments for high-risk operations. The role also involves reviewing contractor-submitted incident reports, participating in safety stand-downs, and preparing lessons learned. Performing and documenting safety orientations with contractor safety representatives and monitoring adherence to zero tolerance and corrective action policies are also essential. The position requires flexibility in schedule and transportation to work at multiple sites throughout the greater Los Angeles area, the ability to work in a fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects. Strong written and oral communication skills are necessary.

Requirements

  • 10 years' of commercial construction experience in the US with a General Contractor
  • 5 years' experience in California with a Contractor or major subcontractor
  • 2 years' experience in construction of educational projects in a campus environment
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP)
  • Current First Aid/CPR/AED Certification
  • Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint.
  • Strong experience working senior management and field teams on large building programs across multiple sites and locations.
  • Experience participating in scheduled construction meetings with Contractors and Project Managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Ability to effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.
  • Proficiency with Microsoft Office, Adobe Acrobat and other basic software programs used in Construction.

Responsibilities

  • Perform management oversight of construction activity on behalf of the client.

  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP).
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Support to the Program Safety Manager, including attending required meetings, or providing safety reports/analysis as requested.
  • Attend construction meeting with college project team and general contractor.
  • Leading the safety topic (toolbox), report on site observations (Observation Report) and review upcoming construction schedule for hazard preparedness.
  • Perform ongoing construction site safety inspections and generate daily safety report for all site visits.
  • Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
  • Perform ongoing review, for completion and accuracy, of contractor safety submittmits, JHA, MOP, Fall Protection Plans, Crane lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
  • Perform review of contractor submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to Program Safety Manager.
  • Perform and document safety orientation with contractor safety representative.
  • Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.
  • Establish daily work priorities, and perform oversight at multiple active construction projects.
