About The Position

The Safety Manager is responsible for overseeing and implementing safety programs within the organization. This role involves strategic planning, safety management system implementation, safety assurance, and safety promotion to foster a strong safety culture. The position requires a high school diploma, a Commercial Driver License (Class B), and specific certifications and experience in transit safety and regulations.

Requirements

High school diploma required
Certified Transportation Safety Institute (TSI) bus operator trainer
Class “B” Commercial Driver License
At least 3 years’ progressive transit experience with commercial class “B” vehicles in a fixed route transit system
Knowledgeable with DOT policies, OSHA, NIMS, EPA standards and ADA requirements
Experience developing and implementing safety program plans and procedures
Experience conducting investigations, analyzing data, and identifying and recommending corrective action
Must maintain confidentiality and safeguarding of sensitive material
Demonstrated ability to work effectively in a diverse workforce
Possess a working knowledge of adult education principles and practices
Possess the skills necessary to write and express oneself orally in a logical, comprehensive, and intelligent manner
Good organizational skills
Possess the temperament necessary for maintaining amiable relations with various levels of company personnel
Possess a working knowledge of Microsoft Access, Excel, and Word
Ability to interpret and explain regulations to others
Excellent communication skills (written and oral)
Excellent time management skills with ability to prioritize
Must pass a pre-employment drug screen and a physical examination
Must pass a background check
Must be authorized to work in the United States

Responsibilities

Coordinate monthly safety reporting, including performance trends, KPIs, safety plans, and risk assessments.
Inform the location leadership team of safety performance and provide timely alerts.
Drive a continuous improvement culture in safety performance through collaboration.
Chair Safety and Accident Review committees.
Investigate incidents, accidents, and work-related injuries, including managing claims.
Direct the Drug and Alcohol Program (FTA) for the location to ensure federal and corporate compliance.
Manage Third Party Administrators and Vendors for the Drug and Alcohol Program.
Lead the site implementation of the Safety Management System Plan, policies, and procedures.
Monitor compliance with the KTA’s SMS policies and procedures, conducting annual safety audits.
Ensure application and adherence to all relevant statutory and regulatory safety policies.
Assist the maintenance manager in ensuring compliance with environmental policies and regulations.
Monitor and evaluate the effectiveness of risk control strategies.
Identify and assess new hazards in the workplace.
Oversee ongoing monitoring and recording of safety performance.
Ensure the Road Traffic Safety Management System (RTSMS) conforms to requirements and delivers intended outputs.
Report to management on RTSMS performance, improvement opportunities, and the need for change.
Ensure the promotion of customer focus throughout the organization.
Maintain the integrity of the RTSMS during planned changes.
Establish and maintain a culture of safety where safety is a primary consideration for all employees.
Contribute to the safety culture through exemplary safety-oriented behaviors.
Ensure a just culture where employees are treated fairly and understand their contribution to the safety philosophy.
Oversee classroom and designated instructors to ensure quality, consistency, and efficiency in training methods.
Oversee the design and delivery of driver training and safety courses, including new hire and retraining.
Plan, schedule, and deliver monthly safety meetings.
