About The Position

This position oversees and assists management with the monitoring and implementation of safety and accident prevention programs. It participates in long-range planning and initial development of overall safety programs for the County. The role also oversees a comprehensive driver improvement and evaluation program for the County. There is one immediate permanent full-time vacancy in the Department of Human Resources- Health & Safety Division in Hilo. The eligible list may be used for other permanent and temporary vacancies as they arise, and temporary appointments may lead to conversion to permanent appointment.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree.
  • Five (5) years of experience in industrial safety and accident prevention.
  • Three (3) years of experience in conducting Commercial Driver’s License (CDL) driver instruction and evaluation.
  • Possession of a current Department of Transportation Medical Examiner’s Certificate at time of filing.
  • Possession of a valid State of Hawai’i Commercial Driver License (Class A) with "N" endorsement at time of appointment (or transfer from out-of-state CDL by time of appointment).
  • Possession of a good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding.
  • Knowledge of occupational Safety and Health Standards, and other accepted standards applicable to industrial safety and accident prevention.
  • Knowledge of principles and practices of supervision.
  • Knowledge of laws and regulations governing the operation of motor vehicles and the licensing of drivers.
  • Knowledge of operating procedures of a variety of motor vehicles, safety devices, and features.
  • Knowledge of industrial and construction accident hazards and methods of correction and prevention.
  • Knowledge of industrial safety devices and equipment.
  • Knowledge of safety inspection principles, practices, and procedures.
  • Knowledge of principles and practices of speaking before groups.
  • Knowledge of basic examining and testing procedures.
  • Knowledge of investigation methods and techniques.
  • Knowledge of report writing.
  • Ability to plan, execute, and coordinate an effective safety and accident prevention program.
  • Ability to plan, organize, and coordinate industrial safety and driver improvement programs.
  • Ability to conduct countywide safety inspections and detect unsafe conditions and practices.
  • Ability to schedule and conduct safety, driver training, and equipment operator training.
  • Ability to conduct performance examinations and determine driver’s competency.
  • Ability to plan and instruct supervisors on principles and methods of instructing.
  • Ability to assign, review, and supervise the work of subordinate trainers.
  • Ability to instruct others in safety techniques, causes of accidents, and accident prevention.
  • Ability to investigate and determine causes of accidents.
  • Ability to deal tactfully and effectively with officials, supervisors, and employees.
  • Ability to write clear and concise reports.
  • Ability to speak effectively before groups.

Nice To Haves

  • Possession of a current First Aid/CPR/AED Instructor’s Certificate from a nationally recognized organization such as American Red Cross or American Heart Association, prior to completion of probation.
  • Satisfactory completion of a National Safety Council DDC driver training instructor’s course, prior to completion of probation.
  • Possession of "P" endorsement, prior to completion of probation.

Responsibilities

  • Oversees and assists management with the monitoring and implementation of safety and accident prevention programs.
  • Develops, coordinates, and conducts safety training courses to assist departments in carrying out their accident prevention and loss control responsibilities.
  • Participates in long-range planning and initial development of overall safety programs for the County.
  • Conducts safety inspections and investigations of shops, buildings, job sites, etc. to identify and correct unsafe conditions and practices.
  • Prepares reports of findings and recommends corrective action to ensure compliance with laws, safety policies, and procedures.
  • Develops, conducts, or arranges programs to develop employees' safety awareness, their hazardous condition recognition skills, their ability to use safer and more efficient work techniques and practices, and their ability to deal with incidents and accidents.
  • Oversees and coordinates a driver improvement program involving the continuous evaluation of drivers, the conduct of driver safety and education courses, and other driver training activities, principally for drivers of heavy vehicles and equipment.
  • Establishes or adapts procedures for the periodic examination of drivers possessing a commercial driver's license, including field and practical testing, and certifies as to driver competence and qualification for the category of licenses sought.
  • Recommends the removal of operators from driving duties where such employees fail to meet the prescribed standards.
  • Conducts investigations of vehicle accidents by reviewing accident reports to determine cause and taking corrective action to prevent recurrence of similar types of accidents.
  • Recommends repair or modification of equipment or driver re-education in order to correct discovered deficiencies.
  • Provides management advisory services involving the interpretation and guidance on collective bargaining provisions, policy, procedures, and laws to operating departments and employees regarding confidential matters.
  • Supervises lower-level staff; recommends personnel actions such as hiring, promotions, disciplinary actions, and transfers; evaluates employee job performance and counsels employees as needed.
  • May schedule, coordinate and conduct driver performance examinations that include field and practical testing and may test and qualify applicants who can satisfactorily operate equipment for equipment operator recruitments as requested by departments.
  • Operates a vehicle for work-related duties.
  • Performs other related duties as required.
