About The Position

The Safety Coordinator (SC) ensures that project activities comply with federal, state, and local safety regulations and promotes a proactive safety culture at the work site. The role manages safety and security matters for the duration of the contract, conducts risk assessments, develops and implements safety protocols, and works with project managers and site supervisors to mitigate hazards. The SC trains personnel, performs inspections, investigates incidents, analyzes safety data and trends, and contributes to continuous improvement and regulatory compliance throughout the construction project. The SC is independent of the physical construction effort, is available full-time to fulfill contract requirements, and has authority to stop work when unsafe conditions are present. The SC reports to the Safety Manager (SM). The role includes implementing the Health and Safety Management System (HSMS), participating in the development and implementation of the HASP, developing site-specific safety plans and procedures, and monitoring compliance with applicable safety rules, regulations, and standards. The SC also coordinates emergency response planning, evaluates subcontractor safety programs, manages safety documentation and reporting, and communicates safety findings and nonconformities to relevant project personnel. Work is primarily at active construction sites in underground and surface environments, with occasional office work for document review, reporting, and coordination. Site conditions may involve heavy equipment, noise, dust, vibration, confined spaces, uneven ground, scaffolding, ladders, and varying weather. The position may require extended hours, nights, weekends, and rotating shifts according to project demands. Requirements

Bachelor’s degree in Occupational Health and Safety, Engineering, Construction Management, or a related field.
At least 2 years of experience in construction safety or a similar role.
Relevant safety experience on at least one tunneling project.
Successful NYCT and MNR Track Safety training.
Successful completion of the 40-hour NYC Department of Buildings Site Safety Manager Course.
Successful completion of the 30-hour OSHA Construction Safety and Health (29 CFR 1926) Course.
At least 90 days of prior right-of-way (ROW) experience, including flagging and service diversions.
Active membership in the American Society of Safety Professionals (ASSP).
Current New York State Department of Labor Asbestos Inspectors License, maintained throughout employment.
Current C-3/C-5 Supervisor / Competent Person Training for De-leading of Industrial Structures Certificate, maintained throughout employment.
Deep knowledge of construction, occupational health and safety, OSHA guidelines, ISO 45001 requirements, and applicable federal, state, and local safety regulations.
Certification in risk management and health/safety management.
Ability to lead safety training sessions and toolbox talks, teach established safety standards, and communicate fluently in English.
Skill in incident investigation, root cause analysis, corrective action planning, safety data analysis, and risk assessment.
Proficiency with safety management software, reporting tools, computers, and industry technology; advanced Microsoft Office skills, including Word, Excel, and PowerPoint.
Strong attention to detail, critical thinking, analytical and problem-solving skills, and ability to recognize hazards and identify when safety conditions need improvement.
Excellent verbal, written, and interpersonal communication skills and ability to work with project managers, contractors, workers, and diverse groups.
Ability to manage multiple tasks and priorities, meet deadlines, and work under pressure, including when handling accidents or incidents.
Ability to prepare detailed reports, develop safety procedures, and maintain records and correspondence.
Ability to perform site inspections, monitor field activities, inspect machinery, and respond quickly to safety or operational issues in physically demanding conditions.
Ability to stand, walk, and climb for extended periods; navigate uneven ground, scaffolding, and ladders; and work around heavy equipment.
Ability to work in underground and surface construction environments with exposure to noise, dust, vibration, confined spaces, and varying weather conditions.
Ability to use required PPE, including hard hats, safety boots, high-visibility clothing, and eye and ear protection.
Flexibility to work extended hours, nights, weekends, and rotating shifts as project demands require.

Responsibilities

Implement the Health and Safety Management System (HSMS) and participate in developing and implementing the HASP.
Develop and implement site-specific safety plans and procedures.
Conduct regular safety audits, inspections, job hazard analyses, and risk assessments at construction sites.
Identify hazards and recommend corrective actions; notify the Project Manager of health and safety nonconformities and follow up on corrective and preventive actions.
Ensure compliance with OSHA and applicable federal, state, local, NYCT, Metro-North, and other Authority Having Jurisdiction (AHJ) safety rules and requirements.
Investigate accidents and incidents, determine root causes, document near misses, and support corrective action planning.
Document and maintain records of safety findings, inspections, incidents, corrective actions, reports, and related correspondence.
Provide safety training, orientations, coaching, toolbox talks, and daily safety briefings to employees, contractors, and other site personnel.
Monitor the use of personal protective equipment (PPE) and inspect machinery and equipment for unsafe conditions.
Collaborate with project managers and site supervisors to integrate safety into planning and execution, review construction plans for safety implications, and participate in pre-construction and progress meetings.
Complete Daily Safety Reports and track and report safety performance metrics.
Coordinate emergency response plans and drills, and work with emergency medical services to organize assistance for injured or sick staff.
Ensure proper site signage and barricading; oversee fire prevention and control, fall protection, and safe operation of heavy machinery and equipment.
Evaluate subcontractor safety programs and compliance.
Recommend improvements to safety policies and procedures and support continuous improvement through feedback and lessons learned.
Stay current with industry safety standards, best practices, and changes in safety laws that may affect the project.
Support environmental health and safety (EHS) initiatives and advise on ergonomic practices and injury prevention.
Communicate with designated Competent Persons before, during, and after their work shifts.
Identify project staff training and development needs and ensure they are addressed.
Respond to safety-related inquiries and concerns and coordinate with insurance and legal teams on safety matters.
Monitor weather conditions and adjust safety protocols as appropriate.
Promote a culture of safety among all site personnel and use the authority to stop work when unsafe conditions are present.
