About The Position

The Department of Transportation is seeking a Roadway Programs Manager 2 who enjoys analyzing data, solving challenges, and helping teams make strong engineering decisions. In this role, you will guide pavement management efforts, support long-term planning, and help coordinate statewide highway projects. Your work will help ensure that Pennsylvania’s roadways are safe, maintained, and ready to meet the needs of communities across the state. This role centers on supporting pavement management processes, guiding statewide planning, and helping the Department make informed engineering decisions for roadway improvements.

Requirements

  • One year of experience as a Roadway Programs Manger 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of professional or managerial experience in the analysis, development, and implementation of methods and techniques in a roadway maintenance management system including one year in a supervisory capacity and a Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline; or Any equivalent combination of experience and training.
  • Must meet the PA residency requirement.
  • Must be able to perform essential job functions.

Responsibilities

  • Review pavement conditions, evaluate needs, and provide data-supported recommendations for improvements
  • Assist District and County staff in using pavement management tools and understanding performance measures
  • Help create statewide pavement management standards, project selection guidelines, and related policies
  • Work with multiple bureaus and partners to align pavement data, planning systems, and long-range program goals
  • Support maintenance and preservation strategies by reviewing practices, developing recommendations, and sharing best methods
  • Coordinate with engineers, managers, and agencies to share information, resolve issues, and support statewide initiatives
