About The Position

The Department of Social and Health Services (DSHS) Office of Financial Recovery (OFR) is seeking a Revenue Agent 1 to join their team in Olympia, WA. This entry-level role involves performing recovery enforcement duties within delegated and administrative authority. The position requires managing a highly sensitive caseload, daily interaction with attorneys, and experience in enforcing real-estate laws and activities related to Estate Recovery. This is a hybrid position, requiring the successful candidate to work from home, but also mandates one day per week onsite in Olympia for mandatory training, meetings, and other in-person needs. The initial training period will be conducted in the office for a minimum of two months, potentially longer, to ensure a solid understanding of the role's essential duties.

Requirements

  • Knowledge of investigative skills to identify sources, gather and document facts, evaluate information, and draw conclusions.
  • Ability to independently manage workloads and perform quality case management.
  • Empathetic customer service abilities.
  • Skill to provide calm, respectful support to people navigating difficult or emotional situations, such as the recent loss of a family member.
  • A bachelor’s degree involving major study in business administration, accounting, police science, public administration, economics, law, criminal justice, sociology, psychology, or closely related field.
  • OR Two years of experience as a Tax Service Representative or Excise Tax Assistant.
  • Experience in the collection of civil debt, law enforcement, personal or corporate finance, adjustment of claims or investigations involving background, business practices, or fraud will be substituted, year for year, for education.

Responsibilities

  • Responsible for assigned case management, including skip tracing estate assets utilizing available resources (ACES, DMS, internet, etc.) to ascertain an estate value.
  • Determine estate liability by confirming estate meets statutory requirements for an estate recovery debt.
  • Authorize release of Resident Personal Funds (RPF) in compliance with RCW.
  • Identify and commit funds referred to OFR from Nursing homes.
  • Complete cursory asset investigation.
  • Investigate internal/external databases to determine if benefits were paid on decedent’s behalf.
  • Research and confirm real property date, sales, transfers, and degree of ownership needed to initiate and file property specific liens that secure the Departments interest.
  • Other duties as assigned to meet Estate Recovery goals.
