About The Position

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a dedicated public servant to join their team as a Resident Inspector. This role is crucial for ensuring the safety of Illinois nuclear power plants in cooperation with the Nuclear Regulatory Commission (NRC). The inspector will be responsible for identifying violations of federal regulations, acquiring in-depth knowledge of assigned nuclear power plants, and maintaining awareness of plant safety conditions. This position also involves providing technical support for regulatory reviews, contributing to risk-based inspection guides, and analyzing events and trends affecting reactor safety. The inspector will also establish and maintain communication with NRC Resident Inspectors and utility management, and perform duties related to the Illinois Plan for Radiological Accidents, remaining available for emergency response.

Requirements

  • Requires knowledge, skill and mental development equivalent to (a) a Ph.D. (or equivalent degree or professional registration) in engineering accompanied by two (2) years of related experience in nuclear design, research, or construction with emphasis on nuclear principles, regulations, codes, and standards; or (b) a master’s degree in engineering accompanied by four (4) years of appropriate experience, or (c) a bachelor’s degree in engineering accompanied by six (6) years of appropriate experience.
  • Requires a criminal history check through the Illinois State Police.
  • Requires ability to use state-supplied equipment such as cell phone, laptop, etc.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.
  • Requires ability to work in close proximity to radioactive materials through performance of duties.
  • Requires ability to obtain and maintain unescorted access to Illinois nuclear facilities.
  • Requires ability to climb ladders during power plant inspections, including the mandatory use of a safety harness when climbing higher than 6 feet.

Nice To Haves

  • Two (2) years of experience working at commercial or naval nuclear reactors, including as a federal inspector.
  • Two (2) years of experience performing or evaluating engineering, operations, or maintenance on nuclear plant equipment and machinery.
  • Two (2) years of experience working with rules and regulations applied to nuclear facilities.
  • Two (2) years of experience performing inspections of nuclear facilities.
  • Working knowledge of nuclear safety, emergency management, and emergency response principles.

Responsibilities

  • Inspects Illinois nuclear power plants for the purpose of maintaining or increasing safety margins through the identification of violations of federal regulations.
  • Acquires and maintains an in-depth knowledge of the Illinois Nuclear Power Station to which assigned, including specific configuration and system engineering characteristics through document reviews, training, control room observation and system walkdowns.
  • Maintains awareness and provides daily reports to the Resident Inspector Coordinator and/or Unit Supervisor of current plant safety conditions, including technical specification equipment status.
  • Provides input to the development and maintenance of risk-based Risk Inspection Guides and Inspection Worksheets that apply Probabilistic Risk Assessment insights to the inspection process.
  • Analyzes events and trends affecting reactor safety at all Boiling Water Reactor/Pressurized Water Reactor nuclear power plants that may be applicable to Illinois nuclear power plants and applies this knowledge to the inspection process.
  • Establishes and maintains effective channels of communication with the NRC Resident Inspectors and utility management.
  • Provides technical support for the review of plant license amendments, Licensee Event Reports and NRC documents such as Information Notices/Bulletins/Generic Letters and provides input to the Resident Inspector Unit Supervisor.
  • Performs the duties of assigned team position as specified by the Standard Operating Procedures of the Illinois Plan for Radiological Accidents.
  • Remains available for call-back during emergency conditions at nuclear facilities.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
