About The Position

Parsons is seeking a talented Resident Engineer - Heavy Civil to join their team on the Hudson Tunnel Project, a critical part of the Gateway Program. This program aims to improve commuter and intercity rail services, enhance resiliency, and create new capacity between Newark, NJ, and New York City. The first phase includes constructing a new tunnel under the Hudson River to Penn Station New York and rehabilitating the existing North River Tunnel. The Gateway Development Commission (GDC) is responsible for the project's financing and development. As a Resident Engineer specializing in Tunnels, you will oversee the construction, maintenance, and operation of tunnels and ventilation shafts, ensuring compliance with safety standards, environmental regulations, and project specifications. Collaboration with project managers, construction teams, and government agencies is crucial for successful project execution.

Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • 10+ years of relevant experience.
  • Proven experience working with Tunnel Boring Machines (TBMs).
  • Tunneling experience, specifically in pressurized face TBM mining, precast concrete segmental lining, and cross passage construction.
  • Excellent project management skills with the ability to coordinate multidisciplinary teams.
  • Understanding of safety standards, regulations, and best practices in tunneling operations.
  • Strong problem-solving abilities and attention to detail.

Responsibilities

  • Participate in the development, execution, supervision, and coordination of all technical aspects, office and field engineering assignments including review of plans, schedules, contracts, procedures, and construction methods.
  • Represent the Construction Management team during Daily Construction Meetings with the Contractor.
  • Support Senior CM Staff with technical input.
  • Manage oversight review of the Tunnel Boring Machine (TBM) design, fabrication, and operation during tunneling.
  • Manage oversight review of detail design, fabrication, delivery, and installation of precast concrete tunnel lining segments.
  • Coordinate with the project team to ensure timely completion of tunneling works according to project specifications.
  • Monitor tunneling progress, ground conditions, and excavation parameters.
  • Review geotechnical and structural monitoring data.
  • Implement safety protocols and quality control measures to mitigate risks and ensure compliance with regulations.
  • Prepare progress reports, documentation, and reports on TBM operations.
  • Troubleshoot technical issues and provide solutions to challenges encountered during tunneling operations.
  • Coordinate with the Outreach Team and Third Party Stakeholders.
