About The Position

This is a permanent SEO analyst role within the Ministry of Justice, specifically within the Recall, Release, Parole & Prisoners (R2P2) team, part of Sentencing and Offender Management Analysis (SOMA). The R2P2 team provides analytical support to recall, release, parole, and other policy teams. This specific role is within the Release Analysis G7 team, which focuses on developing analysis of policies to reduce prison demand, inform the Capacity Strategic Forum, and provide insights on offender types managed in custody. The team is reactive to urgent work and liaises with policy colleagues. The role involves providing analytical advice on how proposed policy measures affect prison capacity to inform ministerial decisions and shape policies pre-implementation. Immediate focus is on the Sentencing Act and the progression model, including modelling impacts, collaborating with other analytical teams, supporting policy and operational colleagues, and providing analysis for ministers and senior stakeholders. Future work includes analysis for other key release measures like End of Custody Supervised Licence (ECSL), SDS40, and Home Detention Curfew (HDC365).

Requirements

  • Significant work experience evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this.
  • Excellent interpersonal skills. Ability to build and maintain strong working relationships with policy colleagues, other stakeholders, and fellow analysts.
  • Excellent organisational skills. Ability to plan and prioritise workload when faced with tight timelines, competing priorities and able to work at pace.
  • Excellent attention to detail, particularly in the context of ensuring analysis is not misrepresented. Understanding the nuance in statistics and preventing their misuse.
  • Strong ability to communicate complex findings and key messages in writing and verbally to a variety of audiences.
  • Proficient in R, Python, SQL, and advanced Excel. Must be able to independently extract datasets, perform data cleaning, assess data quality, and carry out analysis using each of these software, often at pace.
  • Familiar with NOMIS, Delius, and Oasys. Must be able to use the software above to query these databases and extract datasets that meet the requirements for various requests on different aspects of criminal justice.
  • Experience using GitHub for version control and QA processes.

Nice To Haves

  • Previous experience working across the criminal justice system.
  • Understanding of the criminal justice system, particularly sentence calculation and post-sentencing offender management.

Responsibilities

  • Modelling the impact of the Progression model changes.
  • Working with colleagues in other analytical teams to support their analysis of other Sentencing Act measures and interactions between measures.
  • Working closely with policy and operational colleagues to provide analytical support for implementation.
  • Providing analysis to support ministers and senior stakeholders in making key decisions.
  • Building and maintaining strong, productive working relationships with a range of HMPPS and MoJ Policy colleagues.
  • Collaborating across wider analytical teams to deliver a range of analytical products, often at pace.
  • Producing high profile analysis for Ministers, the LC, No.10, and senior MoJ stakeholders.
  • Informing critical decisions on managing prison capacity through analysis.
  • Effectively communicating complex analysis to a range of both technical and non-technical colleagues in order to highlight key messages and ensure limitations and uncertainty are clear.
  • Producing high quality quantitative analysis using a range of analytical tools, particularly R and Python.
