About The Position

This is an internal agency opportunity for current employees of the Florida Department of Agriculture and Consumer Services. The position involves performing advanced, complex regulatory review and analysis for license applications under Chapters 493 and 790, Florida Statutes. The role requires independent review of cases involving criminal history, foreign-born applicants, and other complex situations requiring expert interpretation of statutory and procedural requirements within the Bureau of License Issuance (BLI). The specialist will analyze and evaluate criminal history information, conduct comprehensive assessments for statutory eligibility and compliance, and utilize online portals to verify foreign-born documentation. Additionally, the role involves legal and regulatory research, coordination with external agencies, and providing recommendations for process improvements. The position also includes reviewing operator performance trends, conducting data-driven analysis, and providing technical assistance to staff.

Requirements

  • A high school diploma or its equivalent and six (6) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.
  • An equivalent combination of education and experience which equals six (6) years can substitute for the above requirements.
  • A bachelor’s degree (4 years) from an accredited college or university and two (2) years of experience as described above.
  • Requires possession of a valid Driver’s License.

Responsibilities

  • Performs advanced, complex regulatory review and analysis as part of second‑level evaluations of license applications submitted under Chapters 493 and 790, Florida Statutes.
  • Independently reviews cases involving criminal history background results, foreign‑born applicants, and other situations requiring expert‑level interpretation of statutory and procedural requirements within the Bureau of License Issuance (BLI).
  • Analyzes and evaluates criminal history information, including detailed rap sheets, court records, sentencing documents, and disposition reports obtained from various external sources.
  • Conducts comprehensive assessments to determine statutory eligibility and compliance, applying independent judgment to resolve discrepancies, interpret legal terminology, and ensure regulatory accuracy.
  • Utilizes Immigration and Naturalization online portals to verify, authenticate, and interpret foreign‑born documentation for statutory compliance.
  • Performs complex legal and regulatory research on criminal charges and penal codes from Florida and other states to accurately interpret the severity, nature, and statutory equivalency of offenses.
  • Coordinates and communicates with external agencies, including Clerk of Courts offices, the Florida Department of Law Enforcement, arresting agencies, and other state or federal entities to obtain missing information, verify documentation, and clarify case‑specific issues essential to completing regulatory determinations.
  • Works collaboratively with management and system users to identify operational deficiencies, process gaps, and emerging issues impacting regulatory workflows or compliance.
  • Provides informed recommendations for updates to BLI Standard Policies and Procedures based on changes in statute, policy trends, or procedural needs.
  • Participates in problem‑solving discussions and contributes to the continuous improvement of regulatory processes.
  • Performs additional complex, related regulatory duties as assigned, including supporting internal audits, participating in specialized regulatory projects, conducting proactive reviews of emerging issues, and assisting in the development of improved training materials or procedural guidance.
  • Reviews operator performance trends and conducts data‑driven analysis of error percentages among BLI operators.
  • Prepares and delivers findings and targeted recommendations for corrective actions, remedial training, or technical guidance to increase accuracy and regulatory compliance.
  • Provides technical assistance to staff as needed, helping resolve complex cases or interpret statutes.
  • Supports internal audits, participates in specialized regulatory projects and assists in the development of improved training materials or procedural guidance.
  • Performs other related duties as assigned.
