About The Position

This is an internal agency opportunity for current employees of the Florida Department of Agriculture and Consumer Services. The position serves as an ordering specialist for The Emergency Food Assistance Program (TEFAP) and Commodity Supplemental Program (CSFP). Responsibilities include providing guidance on food ordering, explaining program regulations, ensuring timely report submission, and offering technical assistance and training. The role involves using the USDA web-based ordering system for allocation, ordering, and distribution of USDA Foods, monitoring requests and inventory, and training Recipient Agencies on the electronic ordering system. Collaboration with USDA, local agencies, vendors, and distributors is key, as is assisting with delivery problems and complaints. The position also monitors program participation rates, assists with surveys, tracks USDA foods for proper allocation and ordering, and ensures timely submission of Recipient Agency food orders. Running reports, monitoring food funds balances, and providing relevant USDA communications and information on regulations, policies, and procedures are also part of the duties. The role includes participating in annual Recipient Agency trainings, staying updated on regulations, and assisting with the TEFAP and CSFP Procedures Manual. Handling telephone inquiries, conferring with various agencies, and submitting federal reports to USDA-FNS are required. The position also assists with emergency management functions during disasters.

Requirements

  • A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
  • A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
  • A master’s degree (6 years) from an accredited college or university and one (1) year of required experience as listed above.
  • Requires possession of a valid Driver’s License.

Responsibilities

  • Serves as an ordering specialist for The Emergency Food Assistance Program (TEFAP) and Commodity Supplemental Program (CSFP).
  • Provides guidance to agencies and the public regarding all aspects of the programs, relative to food ordering.
  • Explains program regulations, requirements, criteria, etc., to interested parties.
  • Ensures timely submission of reports.
  • Provides technical assistance and training.
  • Responsible for the allocation, ordering, and distribution of USDA Foods for the TEFAP and CSFP programs utilizing the United States Department of Agriculture (USDA) web-based ordering system.
  • Monitors and reviews USDA foods requests, statuses and inventory levels at Recipient Agencies.
  • Provides training to Recipient Agencies on the use of the electronic ordering system.
  • Collaborates with the USDA regarding the ordering of USDA Foods.
  • Communicates regularly with local agencies, vendors, and distributors regarding food shipments.
  • Assists recipient agencies, vendors and distributors with delivery problems and complaints.
  • Ensures timely follow-up on any complaints reported to the division.
  • Monitors program participation rates through, inventory levels at local agencies for the CSFP program.
  • Assists with surveys to obtain information about USDA Foods, such as food packages, and compiles responses and data for use in analyses and reports.
  • Responsible for the tracking of all USDA foods to ensure that foods and funds are allocated and ordered appropriately in accordance with assigned entitlement balances and/or food quantities for each Recipient Agency.
  • Responsible for ensuring the timely submission of Recipient Agency food orders and entering orders on their behalf when applicable or needed.
  • Responsible for ensuring that all goods receipts are entered by Recipient Agencies within the required timeframe.
  • Responsible for running reports and monitoring all food funds balances to ensure that funds are drawn down.
  • Provides recipient agencies with relevant USDA communications, technical assistance, and information on all aspects of the program, including pertinent regulations, policies, and procedures.
  • Stays current on all USDA regulations, policies, and instructions as well as applicable state statutes, policy or rules.
  • Participates in conducting annual Recipient Agency trainings.
  • Remains up to date on all TEFAP and CSFP USDA regulations, and department program policies and procedures and assists with developing the TEFAP and CSFP Procedures Manual.
  • Handles telephone inquiries and requests from government agencies, recipient agencies, businesses and other interested parties.
  • Confers with federal, state and local government agencies and other persons and organizations regarding commodity programs.
  • Responsible for the timely submission of federal reports to the USDA-Food Nutrition Service (FNS) for TEFAP and CSFP, including all FNS required reporting as applicable.
  • Assists with the emergency management functions of the division during periods of disaster.
  • Performs other related duties as assigned.
