The Veteran Affairs Transition Assistance Program (VA TAP) supports service members and veterans as they transition from military to civilian life. Through a structured curriculum and personalized support, VA TAP delivers education and career guidance, benefits briefings, and resources to promote post-service success. The Regional Lead provides strategic leadership, operational oversight, and quality assurance for TAP service delivery across an assigned geographic region. This position is responsible for managing regional staff, ensuring compliance with Department of Veterans Affairs (VA) policies and contract requirements, monitoring program performance, and fostering relationships with military installations, government stakeholders, and community partners.

Requirements

  • Bachelor's degree in Business Administration, Human Resources, Education, Counseling, Public Administration, Military Studies, or a related field
  • Minimum of 5 years of experience in workforce development, career counseling, transition assistance, Veterans services, military support programs, or related fields
  • Minimum of 2 years of supervisory or project management experience that includes overseeing geographically dispersed teams
  • Professional experience conducting quality control checks and safeguarding confidential information
  • Professional experience working directly with clients and exercising independent judgment
  • Experience overseeing, delivering, or evaluating training, briefings, workshops, or educational programs for adult learners.
  • Knowledge of the VA Transition Assistance Program, military transition processes, Veteran employment initiatives, and related federal programs
  • Ability to lead diverse teams across multiple locations
  • Strong stakeholder engagement and relationship management skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Demonstrated ability to drive operational excellence and continuous process improvement
  • Strong customer service orientation and commitment to participant success
  • Ability to analyze performance data and prepare executive-level reports
  • Ability to travel frequently throughout the assigned region
  • Proficiency with Microsoft Office Suite and web-based case management systems
  • Ability to successfully complete a pre-employment and government background investigation to include FBI fingerprints.
  • This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.

Nice To Haves

  • Prior experience supporting the VA TAP contract in a similar role
  • Master’s degree in Training and Development, HR Management, Counseling or a related field
  • Certified Workforce Development Professional (CWDP), Project Management Professional (PMP), or related certification
  • Experience managing government contracts and performance-based service delivery programs
  • Experience leading large-scale workforce development or career transition programs

Responsibilities

  • Provide leadership and oversight for all TAP operations within the assigned region
  • Supervise, train, and evaluate Site Leads, Transition Counselors, Facilitators, and other regional staff
  • Ensure compliance with VA TAP policies, performance standards, and contract requirements
  • Monitor regional performance metrics and implement corrective actions as needed to achieve program objectives
  • Conduct site visits, audits, and quality assurance reviews to assess program effectiveness and compliance
  • Coordinate staffing plans, scheduling, workload distribution, and resource allocation across multiple locations
  • Serve as the primary point of contact for VA representatives, installation leadership, and other government stakeholders within the region
  • Develop and maintain collaborative relationships with military installations, Veterans Service Organizations, educational institutions, employers, and community partners
  • Analyze program data, prepare reports, and provide recommendations to senior leadership regarding operational improvements
  • Support recruitment, onboarding, training, and professional development of regional personnel
  • Identify risks, operational challenges, and emerging requirements; Implement effective solutions
  • Ensure timely submission of required reports, deliverables, and contract documentation
  • Lead regional meetings and facilitate communication between field staff and corporate leadership
  • Directly supervise regional TAP staff, including Transition Counselors, Facilitators, Site Leads, and other assigned personnel. Responsible for hiring recommendations, performance management, coaching, training, scheduling, and ensuring compliance with organizational and contractual requirements.
