About The Position

RISE Services LLC is seeking a highly organized, hands-on Regional Director of Employment Services & Expansion to oversee employment programs in Delaware, Maryland, and Rhode Island, while also coordinating provider enrollment and expansion projects in additional states. This leadership position requires the ability to manage both current service delivery and future expansion applications. The role involves supervising employees, ensuring program quality, and navigating complex government application processes. Candidates must be comfortable with direct leadership, relationship building, and meticulous attention to detail. This is not a remote position and requires an in-person leadership presence with travel throughout the assigned region.

Requirements

  • Bachelor’s degree in human services, rehabilitation, social work, psychology, education, workforce development, business administration, healthcare administration, public administration, legal studies, or a related field preferred; substantial relevant experience may be considered
  • At least three years of relevant experience in human services, supported employment, vocational rehabilitation, disability services, healthcare administration, provider enrollment, licensing, credentialing, compliance, workforce development, or a related setting
  • Previous supervisory, team-lead, project-management, or program-management experience
  • Demonstrated ability to manage employees, complex projects, documentation, deadlines, and competing priorities
  • Exceptional attention to detail and follow-through
  • Strong research, writing, proofreading, and professional communication skills
  • Ability to read, interpret, and apply detailed written instructions
  • Ability to distinguish between administrative questions and matters requiring compliance, clinical, financial, legal, or executive review
  • Ability to communicate professionally with government agencies and external partners
  • Proficiency with Microsoft Office and the ability to learn electronic records, government portals, and project-management systems
  • Ability to work independently without allowing projects to stall
  • Ability to provide clear status reports and escalate barriers promptly
  • Ability and willingness to complete required in-person training and recurring interstate travel
  • Valid driver’s license, acceptable driving record, and reliable transportation

Responsibilities

  • Oversee RISE Services’ employment programs in Delaware, Maryland, and Rhode Island.
  • Direct daily employment-service operations across the assigned region.
  • Supervise Employment Program Managers, Lead Employment Specialists, Employment Specialists, and other assigned employees.
  • Establish clear expectations for service delivery, communication, productivity, documentation, and professional conduct.
  • Conduct individual supervision, team meetings, field observations, and performance follow-up.
  • Monitor caseloads, staffing capacity, service utilization, authorizations, and program outcomes.
  • Review documentation for accuracy, timeliness, quality, compliance, and billing readiness.
  • Address late or incomplete documentation, performance concerns, staffing gaps, and service interruptions.
  • Ensure compliance with state vocational rehabilitation requirements, funding-source expectations, company policies, and CARF standards.
  • Support recruitment, interviews, onboarding, training, performance management, and employee retention.
  • Build relationships with vocational rehabilitation agencies, schools, employers, families, community organizations, and referral partners.
  • Conduct presentations and outreach activities to increase referrals and community awareness.
  • Prepare accurate reports regarding staffing, referrals, service delivery, documentation, compliance, and regional performance.
  • Escalate serious employee, client, safety, ethical, or compliance concerns appropriately.
  • Provide limited direct program coverage when necessary to protect service continuity.
  • Coordinate government provider applications and expansion projects for RISE Services.
  • Read application instructions and determine all required components.
  • Research current requirements using official state and federal government sources.
  • Create detailed application checklists, timelines, and responsibility assignments.
  • Complete provider applications, enrollment forms, and online submissions.
  • Coordinate Medicaid provider enrollment, Medicaid waiver, vocational rehabilitation, and other human-services applications.
  • Gather corporate, programmatic, financial, clinical, compliance, personnel, and operational documentation from the appropriate departments.
  • Organize application exhibits, policies, forms, attestations, and supporting evidence.
  • Upload documents to government portals and maintain accurate submission records.
  • Track submitted, pending, missing, rejected, corrected, and approved items.
  • Monitor deadlines and ensure applications do not remain inactive without follow-up.
  • Communicate professionally with government agencies and provider-enrollment representatives.
  • Respond to requests for corrections, clarification, or additional documentation.
  • Maintain organized electronic files and a master expansion tracker.
  • Verify that the current version of each application, regulation, manual, and submission process is being used.
  • Identify questions that require executive, financial, legal, clinical, or compliance decisions.
  • Obtain answers from the appropriate leader instead of guessing or submitting unsupported information.
  • Provide regular written updates concerning application status, barriers, deadlines, risks, and required decisions.
  • Support program implementation and startup planning after an application or provider enrollment is approved.

Benefits

  • Full-Time Option: Combines regional leadership with 15-20 hours/week for applications (Medicaid waiver, vocational rehabilitation, provider enrollment, state expansion). Remaining hours focus on employee supervision, program operations, compliance, service quality, referral development, and regional growth.
  • Part-Time Option: Initially 10-20 hours/week, with potential for increase as new clients, employees, programs, and service areas are added.
  • Compensation: $26.00–$27.00 per hour
