About The Position

The Recruitment Strategist will provide strategic recruitment consulting and operational support to a Federal law enforcement customer. Working directly with the Recruitment Division Chief, this individual will evaluate, develop, and recommend improvements to the agency's recruitment strategies and operations to strengthen applicant pipelines and improve hiring outcomes for mission-critical and hard-to-fill positions. This role is dependent on contract award.

Requirements

• Bachelor's degree (BA or BS) in Business, Marketing, Human Resources, Communications, Public Administration, or a related field.
• Minimum of 10 years of specialized experience managing, developing, implementing, or evaluating recruitment programs within the public or private sector.
• Must be a US Citizen and be able to obtain and maintain relevant security clearances.
• Hands-on experience in recruitment strategy development and implementation.
• Hands-on experience in recruitment marketing, advertising, and outreach initiatives.
• Hands-on experience in applicant pipeline analysis and recruitment performance metrics.
• Hands-on experience in strategic partnership development and relationship management.
• Hands-on experience in recruiter training and professional development.
• Hands-on experience in recruitment program evaluation and process improvement.
• Extensive and recent experience improving recruitment outcomes for complex, mission-driven, hard-to-fill, or specialized hiring requirements.

Nice To Haves

• Experience supporting recruitment programs within law enforcement, public safety, military, national security, protective services, or other mission-driven federal organizations.
• Experience recruiting for specialized, highly competitive, or difficult-to-fill positions.
• Advanced degree (Master's, PhD, or equivalent) in Business, Marketing, Human Resources, Communications, Public Administration, or a related discipline.
• Demonstrated success developing and executing national recruitment strategies and multi-channel marketing campaigns.
• Experience developing partnerships with military installations, veteran organizations, universities, law enforcement agencies, and other specialized talent sources.

Responsibilities

• Evaluate existing recruitment strategies, policies, and operational processes to identify gaps, inefficiencies, and opportunities to improve applicant sourcing and hiring outcomes.
• Analyze applicant pipeline data, recruitment metrics, and hiring performance to identify trends, assess applicant quality and conversion rates, and recommend ways to strengthen candidate pipelines.
• Assess marketing, advertising, and media strategies, including digital and social media, broadcast advertising, marketing materials, direct outreach, and community engagement; develop data-supported recommendations to improve campaign effectiveness and target qualified applicants.
• Evaluate existing recruitment partnerships and recommend opportunities to establish and strengthen relationships with universities, military organizations, law enforcement agencies, veteran organizations, professional associations, and other strategic talent sources.
• Evaluate recruitment programs and operations, identify performance shortfalls, and develop recommendations for programs, approaches, and initiatives to improve recruitment effectiveness.
• Prepare and present findings, recruitment assessments, strategic recommendations, and performance updates to executive leadership and Government stakeholders.
