About The Position

The City of Tacoma, Environment and Public Works (EPW) Department, Solid Waste Management Branch, is seeking a skilled supervisor to join our collaborative team providing an exceptional customer experience at the Tacoma Recovery & Transfer Center (RTC). RTC Supervisors will, under the direction of an Environmental Services Assistant Division Manager, oversee and direct solid waste and household hazardous waste processing, transfer, disposal and recycling activities at the Tacoma Recovery and Transfer Center. This position will supervise, evaluate, assign, schedule and direct the work of assigned personnel; oversee the maintenance and security of assigned facility areas, buildings, and equipment; plan and coordinate operational projects and assignments; provide asset management for a large operational campus; develop and manage contracts and working relationships with vendors to provide critical operational services; lead assigned operational areas with fiscal responsibility; and prepare a variety of records and reports. This position will also coordinate with and assist other agencies, departments or Environmental Services staff to ensure our operations and facilities are in compliance with regulatory permits.

Requirements

  • Graduation from high school
  • Three years’ increasingly responsible experience in the operation and maintenance of a recycling and/or solid waste processing facility
  • Two years’ experience providing work direction to others.
  • A Washington driver’s license is required at the time of application, or evidence of equivalent mobility, with maintenance thereafter.
  • Principles, practices and equipment used in processing, recycling, transfer and disposal of solid waste and household hazardous waste, solid waste management environmental systems and environmental programs.
  • Applicable laws, codes, regulations, policies and procedures, such as WAC 173-303 (Dangerous Waste), WAC 173-351 (Solid Waste), and water quality regulations.
  • Knowledge of hazardous chemicals, chemical incompatibility, and protection factors required for handling chemicals.
  • Knowledge of City policies regarding personnel, work schedule and leave, EEO and legal, and risk management and safety.
  • Applicable occupational hazards and safety precautions.
  • Methods, equipment and materials used in building repair and modification.
  • Computerized information system/record-keeping techniques.
  • Proper methods of storing equipment, materials, and supplies.
  • Principles and practices of supervision and training
  • Technical aspects of field of specialty.
  • Organization, operations, policies and objectives of the Solid Waste Management Division.
  • Read, interpret, apply and explain codes, rules, regulations, plans, policies and procedures.
  • Management and supervisory skills, including planning, organizing, scheduling, establishing work priorities and working on multiple projects in a fast paced and diverse work environment.
  • Interpersonal skills using tact, patience and courtesy.
  • Proficient in using various software, primarily word processing, spreadsheets, and database management software.

Responsibilities

  • Train, supervise and evaluate personnel; assign and review the work of others.
  • Develop and implement a preventative maintenance program for facilities and equipment.
  • Analyze situations and systems accurately and adopt an effective course of action to resolve problems.
