About The Position

Join the Pima County Real Property Services Department as a Real Property Supervisor and play a key role in shaping projects that serve the community. This exciting opportunity offers the chance to apply your expertise in public sector real estate, plan review, and contracts while supervising and participating in the acquisition, sale, and management of property and real property rights on behalf of Pima County and its special taxing districts.

Requirements

• Bachelor’s degree from an accredited college or university with a major in business or public administration, real estate, planning, urban planning or civil engineering AND three years of experience conducting the sale or transfer of real property, relocation of persons and businesses displaced by government projects or programs, or the management of real property and property rights.
• A minimum of two of the required three years’ experience must be in negotiating the sale or transfer of real property.
• Valid driver license is required at time of application.
• Valid AZ driver license is required at time of appointment.
• The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
• Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.
• The County requires pre-employment background checks.
• Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.

Nice To Haves

• Experience as a supervisor in real property acquisition, property management, or related functions for a public agency or utility provider, either as an employee or consultant.
• Possession of a professional right-of-way certification, such as the Senior Right of Way Professional Designation (SR/WA) from the International Right of Way Association (IRWA).

Responsibilities

• Supervises and directs all real property acquisition, negotiation, leasing, sale, disposal, and management activities to ensure fair and compliant transactions
• Leads complex and sensitive negotiations, including preparation and review of legal documents and property descriptions
• Oversees property acquisition and relocation processes, including eligibility determinations, compensation calculations, and disbursement of payments
• Provides technical expertise and advisory services on real property matters, ensuring compliance with County, state, and federal regulations
• Supervises staff and consultants, including work assignment, performance evaluation, training, and contract compliance oversight
• Manages County property assets, including leasing, rentals, security, and ongoing property management strategies
• Directs review and analysis of engineering plans, subdivision plats, and development proposals to ensure accurate property acquisition requirements
• Develops and implements procedures, policies, budgets, and short- and long-range plans for real property operations
• Oversees records management, reporting, and confidentiality for all property acquisition, relocation, and management activities
• Represents the County in resolving public concerns, recommending settlements or condemnations, and providing expert testimony when required
