About The Position

The NYC Department of Environmental Protection (DEP) is seeking a City Planner III for the Upstate Real Property Services (UPRS) within the Watershed Lands and Community Planning Division, located in Valhalla, New York. This role involves assisting in property acquisition, working with landowners and officials, coordinating with DEP staff, and conducting field work for acquisitions, dispositions, and site inspections. The position requires research of land records, resolving real property issues, and potentially contract administration. The role supports the City's Land Acquisition Program and potentially the City Land Stewardship Program. The position is based in Valhalla, NY, and involves travel throughout the NYC watershed.

Requirements

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning.
  • Or, a satisfactory combination of education and/or experience that is equivalent to the above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
  • All candidates must have a baccalaureate degree.

Responsibilities

  • Assist in selecting eligible properties for potential acquisition, including fee simple and conservation easements.
  • Work directly with landowners, realtors, attorneys, and town officials during the appraisal and contract process.
  • Coordinate closely with other DEP staff during the contract and closing process.
  • Conduct field work for potential land acquisitions and property dispositions.
  • Perform site inspections on City-owned lands or conservation easements to determine the extent of encroachments or easement violations, or to monitor work performed under demolition contracts.
  • Conduct research of land records and DEP archives.
  • Work with landowners, attorneys, and other DEP staff on resolving real property issues.
  • Manage vendor contracts for real property services, including drafting scopes of work, reviewing deliverables, and processing invoices.
  • Update project information in the Watershed Lands Information System (WaLIS).
  • Attend real estate review meetings to present and discuss proposed real estate acquisition projects.
  • Travel, including driving to DEP facilities located throughout the New York City watershed.
