About The Position

SpecPro Sustainment & Environmental is seeking a RCRA Specialist to provide quality assurance/quality control environmental support services for the U.S. Army Dugway Proving Ground (DPG) Installation. The RCRA Specialist is responsible for performance of all RCRA-related work conducted under the contract. The RCRA Specialist will work closely with the Army Material Command (AMC)-Installation Management Command (IMCOM) to ensure operational excellence, regulatory compliance, and mission success. Requirements

  • Be proficient in EPA, UDSHW, and Army regulations.
  • Proficient in preparing and modifying permits required under 40 CFR.

  • Bachelor’s degree in Environmental Science, Engineering or a related field.
  • Certified Hazardous Material Manager (CHMM) or Registered Environmental Manager (REM)
  • Minimum 5 years of demonstrated professional experience in the area of RCRA regulatory enforcement or compliance program work.
  • Minimum 3 years’ professional experience is desired to be directly applicable to the management of chemical warfare agent-related wastes within the State of Utah.
  • Minimum 3 years’ professional experience is desired to be directly applicable to RCRA Permitting Treatment Storage and Disposal facilities or through the Research, Development and Demonstration (RD&D) process.
  • Minimum 3 years’ professional experience is desired to be directly applicable to technical writing.

Responsibilities

  • Performance of all RCRA-related work conducted under the contract.
  • Work closely with the Army Material Command (AMC)-Installation Management Command (IMCOM) to ensure operational excellence, regulatory compliance, and mission success.
  • Support the DEP efforts to maintain and comply with the Installation's Part B and Title V Permits and other related 40 Code of Federal Regulations (40 CFR) requirements, State of Utah Department of Environmental Quality (DEQ), and EPA regulations.
  • Conducting audits, inspections and evaluations; to include identifying corrective actions required, corrective measures, and determining the sufficiency of corrective action plans and corrective measures proposed by the Contractor for resolution of violations and nonconformance.
