About The Position

Come work as a Quality Improvement Leader, Medical Quality Leadership & Practice with Vancouver Coastal Health (VCH)! Reporting to the Manager, Medical Quality Leadership & Practice, the Quality Improvement (QI) Leader plays a key role in the enrichment of an organization-wide improvement culture in accordance with Specialist Services Committee (SSC) mandate. The SSC strategies may include but are not limited to, engaging with medical staff to discuss, prioritize and act on system improvement opportunities; supporting medical staff and project teams in QI initiatives to build capacity in QI skills and leadership. The position works in partnership with medical and operational leaders across the health authority to provide leadership and expertise in the application of quality planning, quality monitoring, and quality improvement principles, practices, and tools to improve patient outcome and quality. Key partnerships are with physician leads, executive, and senior level management across Vancouver Coastal Health and Providence Health Care, Quality and Patient Safety team, Data & Analytics team and interdisciplinary project team members. Requirements

  • Master’s Degree in Health Administration, Health Planning, Business Administration or Behavioural Sciences, supplemented by postgraduate course work in health care planning or health policy development and analysis.
  • Five (5) to seven (7) years’ recent, related experience in utilizing methodologies and tools to support process improvement and system redesign, or an equivalent combination of education, training, and experience.
  • Knowledge of and experience with quality improvement methodologies (Model for Improvement, LEAN, Six Sigma), techniques (measurement, learning models, change management theory, influencing techniques) and tools (e.g., process mapping, workflow diagrams, system monitoring and evaluation, PDSA cycles, data display with run and control charts).
  • Demonstrated ability to facilitate solution-focused approaches through innovation and creativity.
  • Demonstrated leadership, facilitation and coaching skills.
  • Demonstrated experience and ability to work with and support medical staff and clinicians.
  • Ability to understand unique professional differences and how to encourage professions to work together towards a common goal.
  • Demonstrated ability to engage, develop partnerships and collaborate with a broad range of key partners.
  • Knowledgeable in the framework and application of International Association for Public Participation (IAP2).
  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
  • Ability to maintain professional competency with a customer-service lens.
  • Possesses sound interpersonal skills and the ability to communicate effectively, both verbally, and in writing.
  • Displays comprehensive knowledge of project management principles and methodologies, and is able to coach team members on these skills.
  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Works effectively under time pressure to meet deadlines, balances work priorities and resolve problems in a timely manner.

Nice To Haves

  • Certified Six Sigma Green Belt (ASQ or recognized institution) or PMP/CaPM/PMI-SP are assets.

Responsibilities

  • Support medical leaders to develop and engage in quality planning and quality monitoring that leads to sustainable quality improvement
  • Support leaders and teams in the identification of opportunities to improve the care and quality as well as the design and implementation of strategies to make these improvements.
  • Make recommendations regarding project scope and related changes required to facilitate a successful outcome.
  • Execute project plan according to project methodologies, monitor progress and ensure successful and coordinated completion of project deliverables.
  • Develop quality improvement and change management capability with physicians, healthcare teams, clinics, departments and sites.
  • Plan, coordinate and deliver quality improvement education and training sessions in collaboration with subject matter experts to build knowledge of systems, improvement, variation, and change management.
  • Provide consultation, guidance and ‘at the elbow’ support to Physician QI Teams in the use of tools and mechanisms to plan, test, measure, monitor and evaluate initiatives designed to improve patient outcomes.
  • Support meaningful use of data in quality-related initiatives. Assist with metrics selection, data analysis and visualization to drive insights and support decision-making.
  • Provide data support such as privacy assessment, and guidance to submit requests for data access while ensuring compliance with data protection regulations and organizational policies.
  • Provide leadership, facilitation, and coordination as required to organizational committees, improvement groups and operational/implementation groups to successfully complete projects and initiatives across VCH/PHC.
  • Support accreditation related activities pertaining to required organizational practices involving medical staff as needed.
  • Build strong relationships and works collaboratively with key internal and external partners.
  • Facilitate consensus with partners as needed and ensure readiness for project implementation.
  • Perform other related duties as assigned.
