About The Position

At CMCS (Cardinal McCloskey Community Services), our mission is to protect, empower, and promote independence for at-risk children, families, and individuals with developmental disabilities through high-quality, community-based services. We're looking for a dedicated Quality Improvement/Business Intelligence Analyst to join our team! This role involves managing continuous QI processes, analyzing data to identify program strengths and challenges, collaborating on improvement plans, designing and administering stakeholder surveys, and assisting with case review processes. The analyst will also contribute to the development and maintenance of QI business intelligence systems, including data exports, transformations, databases, dashboards, and reports, and assist in the implementation of the Microsoft Fabric platform. General responsibilities include managing user accounts for various systems, maintaining client data, understanding COA standards, onboarding new staff, and supporting data integration in decision-making. The role also involves developing methods to measure outcomes for families and children.

Requirements

  • Bachelor's degree in Social Work, Business Intelligence, Data Analytics, or a related field.
  • Minimum of one year of Quality Improvement (QI) experience.
  • Experience with continuous quality improvement methods.
  • Advanced knowledge of Microsoft 365 platform, including Power Bi and Fabric Platform.
  • Familiar with use of administrative databases in data analysis.
  • Background in NYC child welfare programs and policies.
  • Familiarity with PROMIS, CONNECTIONS, and related NYS and NYC systems of record.
  • Strong analytic, written, and verbal communication skills.
  • Team player who enjoys collaboration with agency and external staff.
  • Self-motivated, organized, and able to work independently.

Responsibilities

  • Manage the continuous QI processes for preventive services and other programs.
  • Plan and facilitate monthly QI committee meetings.
  • Identify program strengths and challenges through quantitative and qualitative data analysis.
  • Review internal and external dashboards/reports, results of case reviews, and client survey results.
  • Create and implement internal program improvement plans, and improvement plans created with external partners including ACS and OCFS, in collaboration with program leadership.
  • Participate in external meetings and workgroups, including the COFCCA Preventive Accountability meeting.
  • Design and administer yearly surveys for key stakeholders in CMCS, for both the preventive and foster care programs, and provide analysis and insight on the results of the surveys.
  • Assist with management of case review processes across multiple programs.
  • Conduct reviews, aggregate, analyze, and share results including highlighting trends, strengths, and challenges with program leadership according to the schedule, with support from other QI staff as appropriate.
  • Ensure schedule of reviews is maintained and implemented.
  • Assist with creation and management review tools, ensuring compatibility with existing framework (Power BI) for aggregation of results.
  • Write and update review questions, ensuring that the answers lead to actionable insight.
  • Contribute to the development and maintenance of QI business intelligence systems.
  • Run data export/import processes.
  • Create/maintain/update data transformation processes, databases, dashboards, and reports.
  • Assist in the implementation of Microsoft Fabric platform.
  • Maintain user accounts for staff members in Connections, ACS Remote Access, myEvolv, and other systems.
  • Maintain client enrollment and demographic information in internal systems of record.
  • Maintain understanding of COA standards related to both QI and relevant program operations, and support periodic review of and alignment with COA, in support of CMCS accreditation status.
  • Participate in program-specific employee onboarding meetings with new staff.
  • Assist and support program staff in integrating data in decision-making.
  • Assist with the development and review of business processes and policies.
  • Develop methods to measure outcomes for families and children.
  • Additional duties as needed.
