About The Position

Arcadis is seeking a Pursuit & Proposal Specialist to join its US Mobility ‘Winning Pursuits’ team. This role is not a typical proposal writing position but involves utilizing expertise in the full pursuit process, from positioning and capture planning to post-proposal debriefing. The specialist will partner with client teams to drive capture planning, strategy, and pursuit/proposal activities, with a primary focus on the Western US, particularly California, for transportation and municipal clients. Strong knowledge of the regional infrastructure market, competitor landscape, and local procurement requirements is highly preferred. The position offers hybrid work flexibility and is open to various work locations based on qualifications.

Requirements

  • Minimum 5 years of A/E/C industry experience as a marketing, pursuit or proposal specialist.
  • Bachelor's degree in communications, marketing, professional / technical writing, political science, English or a related field (or equivalent professional experience).
  • Experience developing and writing proposals; thorough understanding of the RFP and proposal development processes is required.
  • Experience in persuasive writing and developing features, advantages, and benefits required.
  • Proficiency in MS Word, Excel and PowerPoint required.
  • Demonstrates leadership skills and instincts.
  • Assertive, confident personality with professional demeanor necessary to interact with clients, internal stakeholders, pursuit teams, teaming partners and others.
  • Excellent planning and organization skills – develops realistic action plans, uses time efficiently, and meets deadlines.

Nice To Haves

  • Strong knowledge of the regional infrastructure market, competitor landscape, and local procurement and proposal requirements is strongly preferred.
  • Experience in capture planning / strategy development and implementation in the A/E/C industry is preferred.
  • Experience with Adobe Creative Suite preferred, especially InDesign.
  • Working knowledge of Office365 Applications, SharePoint, OneDrive, Teams preferred.
  • CPSM or APMP Certification is preferred but not required.

Responsibilities

  • Drive and coordinate ongoing capture planning, strategy, and pursuit/proposal activities.
  • Partner and collaborate with client teams throughout the entire pursuit/proposal lifecycle.
  • Support the development and implementation of strategy, client/pursuit plans, and business development efforts.
  • Manage development of comprehensive capture plans; develop and track action items and schedules.
  • Manage implementation of action plans to ensure the team is focused and engaged to increase win probability.
  • Develop and communicate effective win strategies and create storyboards.
  • Conduct market research and analysis on opportunities, clients, projects, and competitors.
  • Support strategy, preparation, and content development for key positioning/client meetings and events.
  • Proactively manage the prequalification process and track targeted procurements.
  • Serve as Lead Proposal Manager from kick-off meeting throughout the entire proposal development and interview preparation process.
  • Write new text and/or tailor existing materials, interview staff/technical experts, incorporate win strategy/capture plan information into text, meet RFP requirements, edit content, and provide competitive RFP responses.
  • Support the interview preparation process.
  • Attend client pre-proposal and debrief meetings; share lessons learned and best practices.
  • Track and organize debrief feedback and competitor proposals, providing insights for future pursuits.
  • Support proactive pipeline management in CRM.
  • Lead proactive management of regional project descriptions and staff resume data.
  • Work with corporate Marketing/Communications group to support general marketing campaign and branding efforts.
