About The Position

Reporting to the Director, Business Operations, the Purchasing Supervisor is responsible for leading and overseeing the organization's procurement function to ensure the timely, cost-effective, and compliant acquisition of materials, equipment, supplies, and services that support Gulf Coast Blood Center's mission and operational objectives. This position provides direct supervision to purchasing staff, manages supplier relationships, drives sourcing and cost-containment initiatives, and ensures adherence to purchasing policies, regulatory requirements, and organizational standards. The Purchasing Supervisor plays a key role in maintaining supply continuity, improving procurement processes, mitigating supply chain risks, and supporting operational excellence across the organization.

Requirements

  • Bachelor's degree in Supply Chain Management, Business Administration, Logistics, Operations Management, Finance, or a related field from an accredited college or university.
  • Minimum of three (3) years of progressively responsible purchasing, procurement, supply chain, or sourcing experience.
  • Experience managing supplier relationships, competitive bidding processes, and contract administration.
  • Experience with ERP systems and purchasing software required.
  • Intermediate to advanced proficiency in Microsoft Excel, including data analysis, reporting, and spreadsheet management.
  • Strong knowledge of procurement principles, purchasing practices, contract administration, and supplier management.
  • Ability to analyze purchasing data and make fact-based recommendations.
  • Strong negotiation, problem-solving, and decision-making skills.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Demonstrated ability to build effective relationships with internal stakeholders and external suppliers.
  • Strong attention to detail and commitment to accuracy and compliance.

Nice To Haves

  • Prior experience leading or supervising employees preferred.
  • Experience in healthcare, manufacturing, distribution, regulated environments, or nonprofit operations preferred.
  • Certified Professional in Supply Management (CPSM), Certified Purchasing Professional (CPP), Certified Supply Chain Professional (CSCP), or related certification preferred.

Responsibilities

  • Manage and oversee daily purchasing activities to ensure accuracy, efficiency, compliance, and timely fulfillment of organizational needs.
  • Create, review, and issue purchase orders for supplies, equipment, materials, and services.
  • Review and approve purchase order-related invoices, resolving pricing discrepancies, freight issues, and supplier billing concerns.
  • Ensure procurement activities comply with organizational policies, budgetary guidelines, quality standards, and applicable regulations.
  • Develop and implement sourcing and purchasing strategies that support organizational goals related to cost, quality, service, and supplier performance.
  • Prepare, issue, and evaluate requests for bids, proposals, and quotations.
  • Support contract negotiations and strategic sourcing initiatives.
  • Lead supplier relationship management activities.
  • Identify and resolve supplier performance issues, product nonconformances, and service concerns.
  • Identify opportunities to improve supplier performance and reduce costs.
  • Supervise, coach, and develop the Purchasing Specialist.
  • Provide performance feedback, guidance, and operational support.
  • Train and support employees on purchasing policies, procurement systems, approval workflows, receiving procedures, and best practices.
  • Manage Critical Supplier and Critical Blood Center processes.
  • Ensure compliance with quality standards, regulatory requirements, and business continuity objectives.
  • Serve as the organization's Procurement Card (P-Card) Administrator.
  • Collaborate with internal departments to understand business requirements and forecast purchasing needs.
  • Generate and analyze purchasing metrics, supplier performance data, and procurement reports.
  • Support operational and strategic decision-making through data analysis.
  • Streamline workflows and improve procurement processes.
