About The Position

The Purchasing Assistant Apprentice provides entry-level support to the Purchasing team while learning the company's procurement processes, systems, and vendor coordination practices. Under the guidance of the Purchasing team, the apprentice assists with quotations, purchase requisitions, purchase orders, order tracking, and reporting to help ensure purchases are accurate, cost-effective, and completed on time.

Requirements

  • Must provide a High School diploma or equivalent.
  • Must be a US citizen or resident alien.
  • Must be at least 18 years of age or older.
  • Must be a resident of Guam for a period not less than three (3) consecutive years before entry into the program.
  • Mayors Verification must be submitted upon hire.
  • Must be able to attend a minimum of two (2) classes per semester as identified by program coordinator, while working forty (40) hours per week with IT&E.
  • Basic understanding of office administration, purchasing, or business processes.
  • Familiarity with common office software, including Microsoft Word, Excel, Outlook, and Teams.
  • Basic understanding of customer service and professional vendor communication.
  • Willingness to learn purchasing policies, approval workflows, and the company's procurement system.
  • Strong attention to detail when reviewing pricing, descriptions, codes, and documentation.
  • Basic organization and recordkeeping skills.
  • Clear written and verbal communication skills.
  • Ability to prioritize multiple requests and meet deadlines.
  • Basic data-entry, spreadsheet, and reporting skills.
  • Customer-service skills when working with internal departments and vendors.
  • Ability to ask questions, take feedback, and apply new learning.
  • Ability to learn and follow established purchasing procedures and approval requirements.
  • Ability to work accurately with numbers, purchase requests, quotations, and purchase orders.
  • Ability to maintain confidentiality when handling pricing, vendor, and company information.
  • Ability to work collaboratively with Purchasing, Accounts Payable, vendors, and internal customers.
  • Ability to work independently on routine tasks after training, while knowing when to seek guidance.
  • Ability to adapt to changing priorities and perform other related duties as assigned.

  • Up to one (1) year of administrative experience is preferred.

Responsibilities

  • Assist with managing requests for quotation (RFQs) from assigned departments.
  • Help obtain and organize vendor quotations for goods and services.
  • Support the review of quotations to identify cost-effective options that meet department needs and timelines.
  • Assist with converting approved requisition worksheets into purchase orders for Guam Exchange Company and CNMI operations.
  • Verify purchase request details, including descriptions, pricing, item numbers, transaction types, GL codes, and payment terms.
  • Monitor released purchase requisitions in NAV and assist with timely purchase order processing.
  • Track purchase order approvals and follow up with internal approvers as directed.
  • Assist with releasing approved purchase orders to vendors and requesting departments.
  • Coordinate with Accounts Payable on prepayment requirements, under supervision.
  • Follow up with vendors on order status, shipping schedules, and delivery updates.
  • Assist with coordinating product returns and resolving basic order concerns with vendors and internal departments.
  • Help prepare weekly Network and Sales Order Monitoring Reports and order-form calculations.
  • Maintain organized purchasing files, documentation, and tracking logs.
  • Learn and follow company purchasing policies, approval requirements, and ethical procurement practices.
  • Perform other administrative and purchasing-related duties as assigned.
