About The Position
This Non-appropriated Fund (NAF) position is assigned to the Accounting Office at Joint Base Anacostia-Bolling. The role acquires a wide range of standard equipment, supplies, and services through open-market procedures or orders against established contracts, using simplified acquisition procedures. The position also performs post-award administration, maintains purchasing data, prepares reports, responds to inquiries, and uses automated systems to support purchasing operations. Applicants must complete a background investigation with favorable results and meet the stated experience requirements. The position does not allow education to substitute for experience. Other conditions include eligibility and background checks, required employment verification, direct deposit, and applicable installation-access identification requirements.
Requirements
- Progressively responsible experience providing general knowledge of procedures, regulations, and practices common to the Services purchasing program.
- Specialized knowledge of procedures and techniques for purchasing a wide variety of commercial and some technical items.
- Knowledge of purchased merchandise sufficient to make substitution determinations.
- Knowledge of vendor sources and common business practices related to purchasing.
- Knowledge of solicitation and purchasing methods for purchases under established contracts and standardized specifications or statements of work.
- Knowledge of price-evaluation techniques to assess price reasonableness using well-established references.
- Basic computer skills, word-processing procedures, and function-key use to support office operations and produce documents, including form letters and entries in predefined spreadsheets or databases.
- Familiarity with personal computer applications including Windows, MS Word, Excel, Access, and the Internet.
- Typing skill; a qualified typist is required.
- Ability to communicate effectively orally and in writing.
- Skill in dealing with customers and the public.
- Ability to complete a background investigation with favorable results.
- Must fully meet the position's qualification, eligibility, and background requirements; education cannot substitute for required experience.
- Male applicants born after December 31, 1959 must be registered for Selective Service.
- Must complete employment verification and meet pre-employment requirements before entrance on duty.
- Must provide a REAL ID or an authorized combination of source identity documents to facilitate access to the installation.
Responsibilities
- Review purchase requests for compliance with administrative requirements and adequacy of information, including item descriptions, minimum purchase quantities, funding availability, and estimated costs.
- Coordinate with requesting offices to obtain or provide additional information and identify requests that may be consolidated.
- Determine procurement sources, including local sources, the Air Force Nonappropriated Fund Purchasing Office, or the Servicing Contracting Office.
- Develop lists of responsible suppliers using established lists, purchase histories, catalogs, newspapers, and other sources.
- Select procurement methods based on procurement history, urgency, estimated cost, and applicable directives.
- Prepare requests for quotation and obtain quotations for small purchases and contracts.
- Verify and abstract vendor information for orders or contracts, and review offers for compliance.
- Negotiate with vendors on matters such as price breaks, accelerated delivery, and service-charge reductions.
- Prepare award documentation.
- Issue purchase and delivery orders, Blanket Purchase Agreements, Individual Service Contracts, Concessionaire Contracts, and other contracts and agreements within the limits of the contracting officer's warrant.
- Administer contracts, orders, agreements, and modifications, including follow-up after award.
- Gather, monitor, and maintain purchasing-related data; prepare reports and respond to inquiries.
- Use automated systems to enter purchase requests, issue orders, request quotations, and record other purchasing information.
- Perform other related duties as assigned.
