About The Position

This position serves as a Human Resources Generalist within the Public Works Department, focusing on leading and coordinating recruitments, conducting classification and compensation reviews, and acting as a resource for employee relations. The role involves partnering with Public Works leadership and the City's Employee Resource Center to ensure equitable and timely HR processes, maintain a positive workplace culture, and provide technical expertise to department leaders. The Generalist will collaborate with the Employee Resource Center team to support supervisors and employees with benefits and leave inquiries. Daily tasks include collaborating with the HR team, coordinating recruitments, debriefing interview panels, addressing employee concerns, assisting supervisors with contract and policy interpretation, supporting program managers, summarizing analyses, and pursuing professional development.

Requirements

  • Two (2) years’ professional research and analytical experience in Human Resources.
  • Equivalent to a Bachelor's degree from an accredited college or university in Human Resources, Business or Public Administration, or related field.
  • Broad experience in the development and coordination of recruitment processes of varying levels of complexity.
  • Experience ensuring the evaluation and validation of processes for Equal Employment Opportunity/Affirmative Action and other legal compliance purposes.
  • Demonstrated experience providing consultation to hiring managers for all aspects of a recruitment cycle.
  • Ability to quickly learn the City’s policy and procedures in administering Oregon’s Equal Pay Act.
  • Ability to conduct compensation evaluations to support the hiring supervisor in writing job offers.
  • Experience in analyzing job duties, interviewing incumbents for supplemental information, recommending updates and ensuring alignment with Citywide standards and the classification system.
  • Demonstrated experience serving as a consultant on compliance issues and interpretation and application of contracts, policies, and procedures in the areas of employee and labor relations.
  • Demonstrated skill and ability in providing guidance on fact-finding investigations, disciplinary and grievance issues, and effective conflict resolution.
  • Competency in emotional intelligence and relationship-building capabilities.
  • Ability to creatively problem solve and help implement solutions.
  • Comprehensive knowledge of principles, practices, procedures and methods in human resources.
  • Project management skills.
  • Strong analytical ability.
  • Ability to manage multiple priorities.
  • Proven record of effectively communicating both orally and in writing.
  • Ability to proactively develop strong working relationships.
  • Ability to provide training on relevant topics to diverse groups of employees and supervisors.

  • Broad experience and skill in Human Resource Information Systems or ability to learn technology systems quickly.
  • Skill in exercising diplomacy, discretion and tact in dealing with sensitive, complex and highly confidential issues and situations.
  • Ability to meet stringent timelines.
  • Must pass a background check.
  • Valid Oregon driver’s license (or, the ability to obtain by date of hire).
  • Must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.

Nice To Haves

  • PHR/SPHR or equivalent certifications preferred.
  • Relevant professional level experience in public administration, human resources, or other field related to the listed duties may be substituted for educational requirements on a year for year basis.
  • Relevant high-level or complex administrative support and/or paraprofessional experience in public administration, human resources, or other field related to the listed duties may be substituted for the required years of educational training on a two for one year basis.

Responsibilities

  • Lead and coordinate recruitments.
  • Conduct classification and compensation reviews.
  • Serve as a knowledgeable resource for employee relations matters.
  • Partner closely with Public Works leadership and the City’s Employee Resource Center.
  • Ensure equitable, timely recruitment and hiring processes.
  • Ensure consistent, well-supported employee relations processes.
  • Provide technical expertise to leaders across the department.
  • Coordinate work with the City’s Employee Resource Center team.
  • Provide professional guidance to supervisors planning new recruitment processes.
  • Review position evaluations and share analysis and recommendations.
  • Coach supervisors through effective onboarding strategies.
  • Brief and de-brief interview panels and support hiring supervisors.
  • Assist with employee relations investigations and guide supervisors through the process.
  • Attend team meetings, including cross-collaborative meetings with the City's Employee Resource Center.
  • Work independently on projects.
  • Grow career through ongoing professional development.
  • Conduct research and prepare a variety of special projects.
  • Track and update performance measures and best practice data and statistical information.
  • Review and/or participate in the development and implementation of human resources policies and procedures.
  • Provide input and participate in the implementation of the department human resources section work plan.
  • Maintain professional knowledge by participating in professional associations, reviewing professional publications, and participating in other professional development opportunities.
  • Provide consultation in the area of organizational development to increase effectiveness and efficiency of department functions.
  • Provide exceptional customer service and the ability to work effectively with the public, supervisors, co-workers, employees, union representatives, and employee organizations representing diverse backgrounds.
