About The Position

Performs difficult and varied work in one or more functional areas of the overall County's housing and community development program; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public or business administration, economics, psychology, sociology, political science, or a related field, and three (3) years of specialized work experience.
  • Professional work experience which demonstrates a working knowledge of housing or property management activities.

Responsibilities

  • Serves as staff specialist; conducts special studies;
  • Develops new or improved programs in the area of public housing and community development, coordinates with various County, private agencies, and business firms to prepare program proposals and plans for receipt of Federal/State/County funds;
  • Compiles, reviews, and analyzes data on program activities for program management, prepares, reviews, verifies, validates, and transmits operational program reports as required;
  • Coordinates the implementation of changes to program plans, policies, and procedures;
  • Provides technical assistance to staff, tenant organizations and other interested persons, makes overall inspections of properties acquired in project areas to initiate tenants in program requirements and to obtain data for property accounting and control purposes;
  • Identifies and interviews tenants and establishes responsibility for payment of rent, utilities or other services, contracts for utilities and services furnished by the department and terminates such contracts when properties are vacated;
  • Establishes or verifies rental rates as determined by departmental policies and procedures and follows up on delinquent accounts;
  • Executes tenancy agreements with occupants pursuant to departmental policy, assuring that each signer understands the conditions and provisions;
  • Assists in planning, organizing and coordination of project operations, investigating tenant complaints and difficulties;
  • Formulates, designs, coordinates, and assesses outreach activities for each division of the Housing Agency;
  • Prepares written status report on outreach activities for each program;
  • Makes work assignments to subordinates and provides direction on the disposition of cases;
  • Conducts research on housing demands to determine size and number needed and cost requirements;
  • Meets with community groups and other public agencies to explain program requirements;
  • Collects data and information to substantiate housing and community development needs;
  • Keeps abreast of current laws, rules, regulations, policies, and procedures;
  • Performs other related duties as assigned.
