About The Position

The Public Works Program Administrator provides overall management for the budgeting, scheduling, project or program management, and construction of public works projects and other capital-intensive projects to meet future service demands and regulatory requirements. Oversees, administers, and manages department, operations, personnel activities, and budget.

Requirements

  • Bachelor's degree in an Engineering, Construction Management, Architecture, Science, or Business field.
  • Seven (7) years of experience in public works construction, project management, programming, and/or operations.
  • Three (3) years of supervisory/project management experience which included responsibility for construction management, asset or right-of-way management and/or long-range planning/programming.
  • Valid driver's license with good driving record.
  • Knowledge of departmental, local, state, and federal laws and regulations relevant to the functional program and the principles and practices of public administration and management, construction, or engineering activities.
  • Thorough knowledge of personnel practices and principles of supervision.
  • Knowledge of project scheduling and forecasting for construction projects.
  • Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies, and citizens.
  • Ability to write highly technical and non-technical reports.
  • Ability to establish and maintain an effective working relationship with all levels of management, vendors, other government agencies, other employees, and the general public.
  • Extensive knowledge of project management, scheduling, administration, and implementation.
  • Knowledge of personnel management and operation efficiency.
  • Knowledge of public works infrastructure and construction.
  • Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management.
  • Ability to manage unit/program activities through the supervision of subordinate supervisors
  • Ability to establish and obtain operating long-range goals and objectives for unit.
  • Ability to supervise staff and delegate work and assignments.
  • Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.
  • Ability to develop and evaluate administrative policies and procedures.
  • Ability to develop and implement budget, perform cost analysis, and expense tracking.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain strong relationships.

Responsibilities

  • Review and approve expenditures related to professional service fees, supplemental agreements and change orders
  • Review consultant's design plans for constructability and conforming to City of Dallas standards before advertisement for bids.
  • Monitor projects status to ensure they are going to council for professional services and Master Service Agreement awards as scheduled.
  • Ensure team members are managing their assigned projects and maintaining their schedule as needed
  • Assist engineers with resolving design and construction issues as they arise on their projects
  • Represent the department at public/stakeholder's meeting and provide project updates to council and citizens as needed
  • Participate as a committee member to improve current department's design standard
  • Manages activities of staff and daily operations of the Construction Management, Right-of-Way Management or Asset Management activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.
  • Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals and directs evaluation activities; oversees the preparation of management and productivity reports and studies; oversees all projects and schedules, reviews budgets, and maintains project management software for City Manager review.
  • Inspects, evaluates, and reviews work completed by staff and other employees for quality and specification adherence in construction projects; provides training to new employees and conducts evaluations and performance reviews; manages timecards and other personnel logistics; assists and supports the hiring process for employees and maintenance workers.
  • Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, coordination, and operation of special projects or facilities.
  • Negotiates consultant proposals and reviews contract packages and specifications; provides direction and insight to project managers administering professional services and construction contracts.
  • Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.
  • Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate.
  • Directs and supports activities of staff and managers performing daily operations of the Public Works Street Maintenance, Project Management or Program Administration and related activities; works with manager to identify work, delegate assignments, and track completed work; develops and implements changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
  • Responds to weather related emergencies; floods, tornados, straight line winds, snow and ice
  • Provides escalated expertise for customer service issues; communicates effectively with customers and responds to issues or concerns timely and professionally.
