About The Position

The CDC Foundation seeks a Public Health Informatics Manager to strengthen informatics, business intelligence, data visualization, and user enablement across the Massachusetts Department of Public Health (DPH). As part of the Division of Data Strategy and Transformation within the Office of Health Data Strategy and Innovation, this position will coordinate enterprise practices, governance, training, documentation, and user communities that help staff effectively use tools such as Tableau, Microsoft Power BI, SAS, Amazon Web Services (AWS) QuickSight, Snowflake, and related analytics technologies. The Manager will support a department-wide inventory and governance approach for dashboards, reports, website interactives, and other data products; engage data product stewards in lifecycle and governance processes; organize user work groups and learning opportunities; and develop practical guidance, standard operating procedures, job aids, process diagrams, code samples, and technical support resources that increase consistent, sustainable, and effective use of public health informatics and visualization capabilities across the agency.

Requirements

  • Master's degree in public health, public health informatics, epidemiology, information science, data science, health information technology, or another related field.
  • 2-3 years of public health or healthcare experience supporting data, analytics, informatics, business intelligence, or related technology-enabled programs.
  • Professional experience in a program management, informatics, analytics, or management analyst role demonstrating increasing levels of responsibility, coordination, and leadership; government, nonprofit, philanthropic, and/or public health leadership experience preferred.
  • Experience with and knowledge of data visualization and business intelligence platforms such as Tableau, Microsoft Power BI, SAS, AWS QuickSight, or comparable tools.
  • Experience developing or coordinating user enablement activities, including trainings, office hours, user groups, communities of practice, job aids, technical guidance, or other learning resources.
  • Understanding of informatics and data governance principles, including stewardship, data product ownership, lifecycle management, standards, metadata, documentation, and decision-making processes.
  • Experience maintaining inventories, catalogs, or portfolios of dashboards, reports, data tools, website interactives, or other data and analytics products.
  • Ability to translate technical processes into clear standard operating procedures, how-to guides, process diagrams, reference materials, and other documentation for technical and non-technical audiences.
  • Experience coordinating work across technical, programmatic, data, communications, and operational teams and fostering productive relationships with diverse collaborators and stakeholders.
  • Experience leading or supporting project planning, implementation, monitoring, and continuous quality improvement, including tracking milestones, risks, issues, decisions, and deliverables.
  • Ability to manage multiple tasks and projects simultaneously and thrive in a complex environment while balancing competing priorities, users, technologies, and data systems.
  • Strong analytical, problem-solving, decision-making, organizational, written communication, and verbal communication skills.
  • Outstanding interpersonal and teamwork skills; collegial, responsive, and able to develop productive relationships with colleagues, vendors, and internal/external partners, particularly in a hybrid working environment.
  • Proficiency in Microsoft Office and collaboration products including Teams, Forms, Excel, Word, Planner, and PowerPoint.
  • Ability to adapt to changing requirements and priorities, receive constructive feedback, and continuously improve performance.
  • Interest in learning or increasing their knowledge of the principles of health and/or racial equity and applying those principles to public health data and informatics practices.

Nice To Haves

  • Advanced degree or specialized training in public health informatics, epidemiology, data science, information systems, public administration, business, or another related field.
  • Hands-on familiarity with Tableau, Microsoft Power BI, SAS, AWS QuickSight, Snowflake, and/or related cloud analytics and business intelligence environments.
  • Experience supporting enterprise data visualization standards, dashboard design practices, accessibility, usability, data storytelling, or visualization quality assurance.
  • Experience organizing or facilitating user groups, working groups, governance bodies, communities of practice, trainings, workshops, office hours, or peer learning sessions.
  • Experience creating technical enablement resources such as connection guides, reusable code samples, templates, mapping workflows, or troubleshooting documentation; examples may include connecting Tableau to Snowflake or generating maps from shapefiles in Tableau.
  • Familiarity with complex public health data systems, public health indicators, epidemiological data, geospatial data, and data visualization or reporting workflows.
  • Understanding and utilization of tools and methods for project management, process improvement, requirements gathering, and quality improvement; PMP certification or equivalent is preferred but not required.
  • Proven ability to work effectively with all levels of staff, exercise discretion, maintain confidentiality and ethical conduct, and establish collaborative relationships that support strong programmatic and informatics governance.

Responsibilities

  • Support agency-wide public health informatics, business intelligence, and data visualization capabilities through consistent practices, user enablement, governance, and sustainable use of shared analytics tools.
  • Coordinate and participate in user groups and communities of practice, including the DPH data visualization user group, for Tableau, Microsoft Power BI, SAS, AWS QuickSight, and related tools; support meeting planning, facilitation, follow-up, and resource sharing.
  • Develop and coordinate trainings, webinars, office hours, and other learning opportunities for common informatics and business intelligence tools, working with internal subject matter experts, vendors, and external trainers as appropriate.
  • Develop and maintain SOPs, how-to guides, process diagrams, job aids, templates, code samples, FAQs, and technical guidance for analytics and visualization workflows, such as connecting Tableau to Snowflake or creating maps from shapefiles.
  • Maintain a department-wide inventory of dashboards, reports, analytical tools, website interactives, and other data products, including ownership, stewardship, platform, status, audience, lifecycle, and governance information.
  • Engage data product owners and stewards in governance and lifecycle processes, including onboarding, documentation, review, maintenance, modernization, consolidation, and retirement decisions.
  • Support development and adoption of informatics, visualization, business intelligence, and reporting standards and governance processes that improve consistency, accessibility, usability, quality, and sustainability.
  • Gather user feedback and stakeholder needs to identify technical support, training, governance, and shared-solution priorities; promote awareness and effective use of available informatics resources.
  • Evaluate emerging technologies, platform capabilities, and best practices that may strengthen DPH informatics, analytics, visualization, and user enablement, and summarize recommendations for stakeholders.
  • Manage internal and vendor-supported projects by defining scope, requirements, timelines, deliverables, dependencies, and success measures; track milestones, risks, issues, decisions, and action items and communicate status to leadership and stakeholders.
  • Coordinate vendors, cross-functional teams, subject matter experts, data stewards, analysts, developers, program staff, IT partners, communications staff, and other collaborators; represent the Data Strategy and Transformation Team in technical, governance, planning, vendor, and partner meetings.
  • Maintain project, meeting, training, governance, and process documentation needed for continuity and sustainable operations, and support the broader Data Strategy and Transformation Portfolio and Office of Health Data Strategy and Innovation priorities as needed.
