About The Position

The Vermont Department of Health (VDH) is seeking a Public Health Analyst II for the Research, Epidemiology and Evaluation Unit. This role involves analyzing data related to chronic diseases and public health issues, managing internal data systems, and facilitating data distribution and promotion. The position will provide data analysis and interpretation, prepare and present materials to local health offices, consult on data needs, respond to data requests, track population health and performance management data, create and maintain data dashboards, offer technical assistance for data display, write data products, and maintain sub-state, web-based data reporting. Additionally, the role will support special surveys and studies, including statewide plans and reports, and perform other related duties. This position serves as a data liaison to local health staff, supporting their data needs and providing technical assistance. It also assists the Department of Health's Planning Unit with data needs for statewide initiatives, supporting the use of health outcome indicators for plans like the State Health Improvement Plan and Healthy Vermonters 2030. The position reports to the Research, Epidemiology and Evaluation Unit Chief and the Epidemiology and Surveillance Team Lead, and analysts are expected to work across multiple teams.

Requirements

  • Extensive contact with community partners, VDH program staff and systems developers
  • Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND one (1) year or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
  • Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND two (2) years or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
  • Associate’s degree in public health, health, scientific or informatics field AND four (4) years or more of experience in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Nice To Haves

  • Experience in public health or a health-related field.
  • Master's degree in epidemiology, public health, statistics, or related social sciences discipline, including at least six credits in statistics at the graduate level AND one (1) year or more of full-time professional level work experience in research, statistics or program evaluation where activities include performing literature review, gathering, analyzing and interpreting statistical data.
  • Experience with quantitative analysis with statistical software (R, Python, SAS) including complex sample analysis
  • Experience with state-level, population-based health surveillance
  • Experience with program evaluation and development of outcome measures
  • Competence in analyzing and solving complex and difficult problems
  • Superior oral and written communication skills, including competence in explaining statistical and qualitative data to diverse audiences with varying skills and experience using data; and group facilitation
  • Flexibility and adaptation in working with different teams and managing many different projects at once.
  • Ability to integrate into multidisciplinary teams effectively
  • Proficiency in data management, project coordination, and maintaining web-based data display tools

  • Understanding of systems thinking, ability to apply systems thinking to questions about data management and distribution.

Responsibilities

  • Provide analysis and interpretation of data
