About The Position

PCL Civil Constructors, Inc. is hiring a Proposals Manager in Tampa, Florida, within Civil East. The role leads strategic pursuits and develops compelling, polished, client-focused proposals to support winning construction projects. The manager directs proposal strategy, content, planning, design, production, and quality control, ensuring submissions are competitive, brand-compliant, and responsive to client needs. Adobe InDesign expertise is required, and AEC industry experience is strongly preferred. Candidates must have unrestricted authorization to work in the United States; visa sponsorship and transfers are not available.

Requirements

Postsecondary degree or diploma in marketing, communications, journalism, or equivalent.
APMP professional certification, CPSM certification, and/or an equivalent SMPS certification is required.
10 years of experience as a proposal specialist with demonstrated supervisory capabilities.
Superior project management, organizational, and time-management skills to prioritize and schedule work effectively.
Superior people skills to coordinate multiple pursuit stakeholders.
Ability to manage multiple proposals, develop and enhance win strategies, and write content as required.
Creative and strategic thinking, superior attention to detail, good judgment, and ability to solve complex problems.
Superior verbal, written, and visual communication skills.
Ability to strategically customize technical written content with a customer focus.
Advanced ability to develop and execute a lean, quality pursuit process and strategy sessions.
Advanced InDesign layout skills and competent functionality with Adobe Suite programs, such as Photoshop, PowerPoint, and Illustrator, to create brand-compliant visual content.
Expert knowledge of Microsoft Office, Adobe Creative Cloud, and other relevant marketing software systems.
Unrestricted authorization to work in the United States; visa sponsorship and visa transfers are not available.

Responsibilities

Manage the timely development of clear, compelling, customized proposals that support the win strategy.
Create customized content and edit proposal materials as needed.
Assess whether win themes, value-add opportunities, and differentiators are consistently highlighted.
Set the proposal vision and ensure the final proposal supports district strategic pursuit objectives and responds fully to client needs.
Oversee proposal production to ensure materials are professional and brand-compliant.
Lead design and layout of key proposals as needed.
Lead proposal process improvements, including boilerplate updates, technology adoption, lean methods, innovations, and operating procedures.
Lead win strategy development and other specialized aspects of proposal development.
Manage proposal planning to ensure lean, effective methods are followed by the team and pursuit stakeholders.
Develop and implement robust QA/QC processes for quality, compliant, error-free submissions; participate in submission reviews as necessary.
Manage strategic proposal development processes, including focused win strategy, challenge/solution, and lessons-learned workshops.
Aggregate and communicate proposal metrics through reports or visual dashboards, identifying trends for action.
Lead or co-lead interview strategy and presentation deliverables.
Manage proposal debriefs, respond to feedback, and incorporate it into future proposal processes.
Manage onboarding of internal and external pursuit stakeholders in pursuit-process best practices.
