About The Position

The Proposal Manager is a critical growth leader at the center of our most strategic bids. Operating within our newly established AI‑Enabled Proposals Office, this role owns end‑to-end proposal planning, orchestration, and submission, turning complex opportunity requirements into executable, winning strategies. Partnering across Capture, Proposal Writing, SMEs, Finance, Recruitment, and executive stakeholders, you’ll drive accountability, governance, and delivery excellence. By combining disciplined bid leadership with AI‑enabled coordination and standardized tools, you’ll help elevate speed, quality, visibility, and win probability across our proposal portfolio.

Requirements

  • 3+ years of experience in proposal management, bid coordination, capture support, or a similar role in a deadline-driven environment.
  • Experience leading complex, cross-functional proposal efforts with multiple contributors and competing priorities.
  • Strong ability to interpret solicitation documents, build actionable plans, and manage compliant submissions.
  • Comfort working with AI-enabled tools, proposal content systems, and standardized workflows.
  • Strong communication, organization, risk management, and stakeholder facilitation skills.

Nice To Haves

  • Experience responding to public-sector or professional-services RFx opportunities.
  • Familiarity with Responsive or similar proposal automation/content management platforms.
  • Exposure to staffing, consulting, managed services, or solution-based bid environments.
  • Formal education in Business, Communications, Marketing, English, or a related field.

Responsibilities

  • Lead the end-to-end proposal lifecycle from opportunity qualification through final submission
  • Translate capture strategy and win themes into clear proposal plans and execution roadmaps
  • Facilitate proposal kickoffs, storyboarding sessions, and color team reviews
  • Ensure proposals are compliant, compelling, and aligned to client evaluation criteria
  • Develop and manage proposal schedules, compliance matrices, and action logs
  • Drive accountability across cross-functional contributors, including SMEs, solution leaders, pricing, and legal
  • Manage multiple concurrent bids in a high-volume environment while meeting aggressive deadlines
  • Leverage AI-enabled proposal tools (e.g., Responsive, generative AI writing assistants) to improve efficiency, quality, and scalability
  • Guide ethical, responsible, and effective use of AI-generated content, ensuring accuracy, relevance, and compliance
  • Identify opportunities to automate manual proposal activities and improve reuse through intelligent content management
  • Champion continuous improvement through adoption of emerging technologies and data-driven proposal insights
  • Shape proposal structure, executive summaries, and key narratives in partnership with the Proposal Writing CoE
  • Ensure quality, consistency, and compliance across all proposal content
  • Provide editorial direction and decision-making on high-impact or complex submissions
  • Partner closely with Business Development, Capture, and Content teams to align strategy and execution
  • Act as the primary point of coordination for proposal-related activities and communication
  • Support post-bid reviews to capture lessons learned and improve future performance
