About The Position

Comunilife is looking for experienced Property Managers for its congregate programs in the city. The Property Manager is responsible for the day-to-day management and operations of one or more affordable and supportive housing properties. Reporting to the Assistant Director of Property Management, this role ensures effective execution of leasing, compliance, rent collection, financial management, and building operations at the site level. The Property Manager supervises on-site staff, maintains regulatory compliance, and ensures a safe, well-maintained, and resident-focused environment. This position plays a key role in implementing portfolio-wide policies and supporting strong property performance while advancing the organization’s mission to provide high-quality, stable housing to underserved communities.

Requirements

Associates degree required with 5 years of related experience
Minimum 3-5 years of experience in property management or affordable housing.
Experience with application of low-income housing tax credits is required.
LIHTC Certification or be able to complete certification within 90 days of hire.

Nice To Haves

bachelor's degree preferred with at least 3 years of experience.
Experience in the operation of supportive housing for special needs and low-income populations is preferred.

Responsibilities

Oversee daily building operations, including leasing, compliance, maintenance, and reporting.
Address resident issues, grievances, and retention efforts in a timely and professional manner.
Supervise Assistant Property Managers and oversee maintenance staff
Implement property management policies and procedures established by senior leadership.
Communicate regularly with the Assistant Director, providing updates on property performance, risks, and operational needs.
Coordinate with internal Asset Management, Facilities, Finance, Development, and Program teams.
Respond to emergencies as the first point of contact and ensure timely resolution of incidents.
Provide on-call coverage and support portfolio properties as needed.
Execute leasing activities, including marketing, tenant intake, lease signings, and renewals.
Ensure compliance with LIHTC, Section 8, Rent Stabilization, and Fair Housing requirements.
Complete income certifications and re-certifications in coordination with compliance staff.
Maintain accurate, complete, and audit-ready tenant files.
Track lease expirations, rent increases, and regulatory deadlines.
Maintain property waitlists and coordinate referrals (e.g., HPD, supportive housing programs).
Oversee maintenance operations, work orders, and vendor performance.
Coordinate with Facilities to address repairs, preventative maintenance, and capital needs.
Assist with vendor procurement, including obtaining bids and coordinating services.
Conduct unit inspections and ensure timely turnover of vacant units and compliance with Housing Code.
Ensure compliance with NYC Local Laws, Housing Maintenance Code, DOB, and FDNY requirements.
Prepare the property for inspections (REAC, HQS, MOR) and ensure corrective actions are completed.
Manage rent collection, postings, tenant ledgers, and receivables at the property level.
Monitor delinquencies, issue notices, and follow up with tenants to resolve arrears.
Coordinate subsidy billing and tracking (e.g., NYCHA, HPD, CityFHEPS).
Administer day-to-day financial activities, including rent postings, adjustments, and account reconciliation.
Refer cases for legal action when necessary and support documentation for proceedings.
Review weekly, monthly, and quarterly reports on occupancy, collections, and operations.
Ensure all data and property reporting is accurate and up to date.
Track leasing activity, compliance requirements, and operational performance.
Escalate performance concerns and provide input on improvement strategies.
