About The Position

The Property Appraiser 3 on the CVP Team conducts the appraisals of considerable difficulty of centrally valued properties (CVP) (e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads, pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that comply with Arizona Revised Statutes, standard appraisal methods/techniques, and guidelines and rules of the Arizona Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax purposes. May be called upon to review, discuss and defend values in informal taxpayer conferences, before both judicial and administrative bodies and formally represent valuations on behalf of the Department and the State. This position may be available for remote work within Arizona (# days per week in the office/hoteling)

Requirements

Working knowledge of federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax court cases pertaining to property tax
Working knowledge of principles of accounting. financial and economic theory, and standard appraisal methods of property valuation
Strong verbal, written, and listening communication skills
Strong mathematical skills to include addition, subtraction, multiplication, division, average, percentage, simple and compound interest, gross yield, capitalization rates, and depreciated costs
Effective organization and time management skills with the ability to make progress on multiple duties and tasks simultaneously and work in high-pressure situations
Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Access, Word and Excel, PowerPoint; and in the use of Google Suite applications suchas Gmail, Sheets, Docs, and Drive.
Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
Ability to develop exhibit packages for review and presentation
Ability to create and facilitate presentations for workshops, roundtable discussions, and classes to county assessor personnel
Ability to design and demonstrate how data is captured to organize and stratified for analysis
Ability to travel and operate a vehicle to attend workshops, roundtable discussions, and classes
Ability to create, measure, monitor, and analyze metrics for standard processes.
Ability to work both independently and collaboratively as part of a team
Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
Ability to learn and apply lean principles and practices

Nice To Haves

Bachelor’s Degree in Accounting, Finance, or related field
Experience with LEAN management process improvement methodologies
Experience in Unitary Appraisal
Experience in Commercial Property Appraisal
Designation through a recognized professional appraisal organization
DOR Appraiser Level 1 and 2 Certification
Successful completion of the DOR intermediate appraisal certification program or ability to successfully complete the program within three years after the hire date.
Ability to attend and successfully complete WSATA Courses 100 and 101 within 5 years of hire date.

Responsibilities

Determines the full cash value for centrally valued properties
Performs annual appraisals of centrally valued property
Prepares, creates, and facilitates appraisal exhibits and presentations for workshops, roundtable discussions, and classes to county assessor personnel
Compiles and analyzes data taking into consideration all relevant factors according to appraisal industry standards, e.g., construction costs, location, income, replacement costs, capitalization rates, highest and best use, comparable sales data, economic trends, market conditions, Arizona Revised Statutes
Provides recommendations on issues and presents alternatives as appropriate to assignment
Works closely with other agency staff, county assessors’ offices, property owners, real estate industry representatives, and attorneys at the AG’s Office, in researching property values, property classification, component data, sales transaction information
Compiles/Writes appraisal narratives
Performs appraisals of county valued property types, as needed or requested by the District
Perform on-site inspections
Provides training to team members
Prepares reports and presents the Department's position in taxpayer's
Notifies taxpayers of annexations periodically throughout the year and ensures up-to-date CVP/CCIS (Centralized County Information System) database land files and cost records.
Works within the CCIS database to ensure up-to-date tax area code
Reviews and revises annual reports forms for assigned centrally valued properties (e.g., research taxpayer's inquiries, prepare management reports as needed, participate in appraisal of property which may include assigned valuation as needed by the District, etc.)
Prepares special reports, monitors litigation and works with attorneys and expert witnesses on lawsuits
