About The Position

We are seeking an experienced Project Scheduler to join our team as an embedded, full‑time consultant supporting the Loudoun County Department of Transportation and Capital Infrastructure (DTCI). This is an exciting opportunity to play a key role in transforming one of the region’s most significant capital programs—spanning more than $4B in transportation and facilities projects—into a proactive, strategically governed portfolio. This position is on-site Monday–Friday at the County’s DTCI office. All necessary workspace and computer equipment are provided. The Project Scheduler will serve as a vital member of the County’s Program Management Office (PMO), providing advanced scheduling expertise that supports project delivery, program‑level integration, and executive‑level reporting. This role is central to the County’s effort to evolve from project‑by‑project reactive management to a coordinated, enterprise‑level capital program.

Requirements

  • Proven experience developing and managing schedules for large‑scale capital programs—ideally in government, transportation, or public infrastructure.
  • Minimum 10 years’ experience with portfolio‑level schedule integration and project controls systems.
  • Familiarity with capital project funding, procurement, and lifecycle processes.
  • Proficiency with Primavera P6, Microsoft Project, and/or equivalent tools.
  • Experience with e‑Builder/Trimble and Microsoft O365.
  • Strong analytical skills, including critical path analysis, resource loading, and cost‑schedule integration.
  • Ability to create clear, actionable dashboards and executive‑level reporting.
  • Strong communication skills and the ability to collaborate with leadership, project teams, and stakeholders.
  • Attention to detail and organizational discipline.
  • Ability to manage competing priorities in a fast‑paced environment.

Nice To Haves

  • Bachelor’s degree in engineering, construction management, project management, or related field (preferred).
  • Scheduling certifications such as PMI SP or AACE PSP in Virginia (preferred).
  • PMO experience preferred.

Responsibilities

  • Develop and maintain project‑level schedules using County‑approved systems such as e‑Builder/Trimble and Microsoft tools.
  • Integrate all project schedules into a master program schedule aligned across dependencies, milestones, resources, and cash flow projections.
  • Support schedule components of the Program Management Plan (PgMP) and Project Management Plan (PMP) templates.
  • Conduct scheduled health checks, variance analysis, trend forecasting, and exception reporting.
  • Identify schedule risks and recommend corrective actions to project teams and leadership.
  • Prepare schedule inputs for dashboards, monthly reports, leadership briefings, and Board of Supervisors reporting.
  • Maintain Project Management Status Reports and support continuous improvement in reporting quality.
  • Assist with the development and implementation of schedule‑related SOPs, including integrated scheduling, change control, configuration management, and risk management.
  • Provide schedule‑based cash flow projections and coordinate with Finance and OMB on program expenditure forecasting.
  • Support budget development, cost estimating efforts, and capital program planning.
  • Serve as an embedded consultant, maintaining confidentiality, transparency in level of effort, and compliance with County governance requirements.
