About The Position

Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development. The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Requirements

  • Ability to communicate and maintain working relationships effectively with department directors, area managers, project managers, facilities managers, technical, support staff, consultants retained by the department to prepare construction related solicitation documents, RFQ respondents, RFP proponents, and bidders.
  • Strong expertise in the full Microsoft Office suite (including Word, Excel, and Outlook), Adobe Acrobat.
  • Proficiency in grasping concepts and communicating them effectively.
  • Understanding of risk management related to procurement.
  • A completed university degree in a relevant field, (such as Business, Commerce, Arts, Science, Architecture, Engineering, or Construction Technology)
  • Two (2) years of relevant experience in procurement.

Nice To Haves

  • A professional procurement designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Governmental Purchasing (NIGP); Supply Chain Management Professional (SCMP) from the Supply Chain Management Association of Canada (SCMA) or equivalent.
  • Expertise in developing and managing complex procurement documents, including RFPs, PQRs, RFQs, RFEOIs, and contract templates.
  • Knowledge of the department's guidelines and standards, master specifications, policies and practices related to bidding and contracting.
  • Expertise in alternative construction delivery systems, types of contracts, and specification methods.
  • Proven track record in leading strategic procurement planning, process improvement initiatives, and cross-functional collaboration with legal, risk, and project delivery teams.
  • Extensive experience in procurement with a focus on complex service contracts requiring customized solicitation strategies and non-standard clauses.
  • Proficiency in procurement systems and tools and data analysis for reporting and performance tracking.

Responsibilities

  • Providing advice on procurement strategies appropriate to project requirements.
  • Maintaining contract and procurement templates in alignment with current ministry and Government of Alberta (GoA) standards and requirements.
  • Providing back up and surge support to either the Services or the Construction team as needed.
  • Operating as part of a collaborative project team, with primary involvement from the time of project approval until contract award.
  • Ensuring the use of appropriate processes and documents, followed by an effective and efficient delivery of the procurement services.
  • Providing expert advice and guidance primarily to project managers and consultants on the proper use of the department's master specifications, solicitation templates, forms, and guidelines and standards.
  • Preparing or assisting in the preparation of project specific Requests for Qualifications (RFQs); Requests for Proposals (RFPs); Requests for Expression of Interests (RFEOIs); bids and contract documents including front-end contractual requirements; specifications; evaluation worksheets; and other special documentation as required.
  • Leading evaluation process to ensure evaluation is conducted in a fair and equitable manner.
  • Participating in scoring qualification statements, proposals, and bids.
  • Requesting clarifications from bidders / proponents as necessary to assist in scoring.
  • Investigating bid / proposal irregularities.
  • Drafting updates to the appropriate master specifications and updating other procurement templates and forms, as required, to address bid and contract requirements.
  • Coordinating advertising and distribution of bid documents, and receipt of bid/proposals, with Procurement Specialist Support Staff.
  • Acting as the main contact for inquiries during the solicitation period.
