About The Position

The New York City Housing Authority (NYCHA) is seeking a Project Manager to support multiple programs within the Sustainability Programs Team, such as ACCESSolar, EV charging, and other emerging programs. The Project Manager will be a core member of the team, working flexibly across various programs. Ideal candidates will have experience in a New York City government agency, construction project delivery, or sustainability teams focused on infrastructure resiliency and decarbonization. The role involves developing and implementing sustainability projects, managing design and construction, performing commissioning and verification of energy projects, serving as a technical expert, supervising consultants, and assisting with all project phases from planning to close-out. The Project Manager will also analyze and resolve project issues, maintain project files, assist with contract audits, and ensure compliance with schedules and deliverables. Regular site visits will be required to address design and construction issues. The position reports to the Deputy Director of Sustainability Programs.

Requirements

• A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field; or
• Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
• Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
• Education and/or experience equivalent to the above.
• One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described above.
• One (1) year of acceptable experience will be credited for a master’s degree in any of the fields described above.
• Deep understanding of sustainable practices, energy efficiency, building science, decarbonization, renewable energy technologies, waste reduction, and environmental policies.
• Strong program and project management skills, including the ability to guide and oversee multiple complex programs simultaneously, and support teams to effectively mitigate risks, apply best practice project controls, and manage to results.
• Excellent interpersonal skills with a demonstrated ability to collaborate effectively with internal and external stakeholders across diverse backgrounds.
• Exceptional verbal and written communication skills, including the ability to convey technical concepts to non-technical audiences.
• A structured thinker and problem-solver, able to design and execute analysis to support decision-making and operational planning and execution, while effectively juggling diverse responsibilities and multiple, competing priorities.
• Demonstrated record of supporting complex organizational initiatives with a focus on rigorous and practical use of data and analysis, project management, stakeholder coordination, cross-functional teaming, process streamlining, and resource optimization.
• Applicants (candidates) that did not take and pass the civil service exam for the Energy Conservation Specialist title on 06/03/26 will potentially not be considered; likewise, applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Nice To Haves

• Experience with specific content areas, such as working in a New York City government agency or authority, working on delivering construction projects, or working in sustainability teams looking to improve the resiliency and decarbonization of infrastructure.
• Experience with business process improvement, operations or management consulting will be an added benefit, particularly as it pertains to strengthening evidence-based management practices.
• A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in "3" above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in "1" above.
• In addition to meeting the requirements for Assignment Level III, one (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in "1" above.
• A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments.
• Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.

Responsibilities

• Develop and implement sustainability projects to meet Sustainability Agenda Goals, including managing design and construction.
• Perform commissioning and measurement and verification of energy generation or conservation projects.
• Serve as a technical subject matter expert, including preparing technical training resources related to developed programs.
• Supervise and train consultants as needed.
• Assist in planning, design, procurement, construction, and close-out; monitor project status to ensure compliance with schedules and contract deliverables.
• Analyze and resolve project issues; conduct meetings with internal and external stakeholders and Tenant Association representatives to resolve issues as necessary.
• Ensure that comprehensive project files are maintained consistent with HUD requirements; assist in the audit of contracts by HUD or other stakeholders.
• Assist the Deputy Director with key delivery items such as constructability reviews, submissions, subcontractor approval, processing payments, RFI response, delay analysis and schedule control.
• Visit field sites regularly to assist in program meetings, resolving design and/or construction issues as required.
• Assist in obtaining all required external approvals, such as the Certificate to Proceed, Advice of Award, etc. to ensure proper funding is in place; follow-up on funding approvals, Energy Performance Contracts and/or City funded projects.
• At the discretion of the Deputy Director, may be expected to manage capital projects of routine to moderate complexity.
