About The Position

Integrated Data Services (IDS) is seeking a Project Manager to lead the deployment and adoption of the Comprehensive Cost and Requirements (CCaR™) System across the Department of the Army. This role operates at the intersection of financial management, enterprise software, and senior leader decision-making, enabling Army leadership to transition from static, manual processes to real-time, data-driven decision advantage. This is a mission-critical leadership role responsible for standing up the Army’s next-generation Program-to-Budget-to-Execution Data Integration and Workflow Solution. The selected candidate will directly shape how the Army executes budget and execution decisions. The Army Project Manager will serve as the primary contractor interface with the AAS Contracting Officer’s Representative (COR), the ASA-ALT Technical Point of Contact (TPOC), and all authorized Government stakeholders and program authorities. This individual will ensure disciplined execution of approved plans, schedules, and governance processes while maintaining real-time visibility into cost, schedule, performance, and risk. This individual will engage directly with senior Army leadership, including resource sponsors and FM stakeholders. This is a high-visibility role requiring a blend of operational program management, customer engagement, and cross-functional team leadership. The ideal candidate brings a minimum of ten (10) years of Department of the Army (DoA) program management experience, an active PMP or PgMP certification, comprehensive knowledge of the PPBE process, and hands-on experience with defense business and accounting systems such as GFEBS. This role is central to enabling the Army’s transition to real-time, data-driven decision advantage by ensuring the CCaR™ deployment is executed with precision, accountability, and full stakeholder alignment.

Requirements

• Minimum of a Master’s degree from an accredited college or university in business management, engineering, computer science, economics or other related disciplines
• Minimum of ten (10) years of experience in DoW program management
• Minimum of five (5) years of recent experience managing programs or supporting DoW financial within the last seven (7) years
• Active Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent project/program management certification from a recognized credentialing organization is required
• Proven experience managing complex, multi-stakeholder programs in a Government contracting environment with COR/TPOC accountability
• Strong ability to engage and communicate effectively with Government customers, contracting officers, and senior program stakeholders
• Demonstrated ability to lead and coordinate cross-functional teams operating across multiple locations and work arrangements
• Strong skills in program planning, execution, risk management, deliverable tracking, and stakeholder coordination
• Strong briefing and communication skills, with the ability to translate complex data into actionable insights
• Experience managing contractual performance, quality assurance compliance, and delivering against defined scope, schedule, and cost baselines
• Proficiency in producing Government-quality status reports, briefings, and formal correspondence
• Experience with issue escalation, corrective action planning, and problem resolution
• Comprehensive knowledge of DoW Planning, Programming, Budgeting, and Execution (PPBE) process
• Hands-on experience with defense business and accounting systems, including GFEBS or comparable systems
• Strong understanding of QASP compliance, QM scoring, and performance-based contracting standards
• Effective written and verbal communication skills, with the ability to translate operational data into clear decision-ready insights for Government leadership
• Must be able to sit, type, hear, see, and speak for extended periods of time
• Must consistently work and type on a computer for prolonged periods of time
• Must be able to able to communicate accurate information and ideas so others will understand
• Must be able to lift/carry at least 15 lbs
• May be required to move about inside an office to access file cabinets, office supplies, et.

Nice To Haves

• Familiarity with data analytics, dashboards, and decision-support tools (e.g., Qlik, Power BI, or similar)
• Understanding of system integrations across financial, contracting, and program management platforms in a defense environment
• Prior experience with PMRT, CCaR™ or similar financial systems

Responsibilities

• Serve as the single accountable manager for all Task Order performance, owning delivery outcomes across cost, schedule, and performance baselines
• Establish and maintain project governance, reporting cadences, and performance management processes in alignment with contractual and PWS requirements
• Deliver Monthly Status Reports (MSR) covering all required content including activities vs. plan, personnel status, milestone tracking, CLIN projections, labor category hours, limitation of funds notices, and risk register updates
• Convene re-occurring customer focused meetings with Government leadership
• Maintain real-time visibility into cost, schedule, performance, and risk across all active task areas and team locations
• Identify risks, issues, and dependencies and drive timely resolution with actionable mitigation strategies and documented corrective actions
• Present program status, performance metrics, and decision options to customers through regular and on-demand briefings
• Serve as the primary contractor interface with the AAS COR and ASA-ALT TPOC on all contractual and performance matters
• Demonstrate CCaR™ capabilities to customers and working-level users, clearly articulating mission and decision advantage
• Facilitate stakeholder communications to maintain transparency, trust, and alignment with Government program authorities throughout performance
• Support CCaR™ adoption efforts by coordinating user onboarding, addressing field-level concerns, and ensuring effective communication of system capabilities to working-level users and supporting organizations
• Direct and coordinate cross-functional contractor teams operating across multiple locations
• Oversee execution of all approved staffing plans and schedules
• Oversee the deployment team responsible for: Mapping existing financial processes to CCaR™ workflows, Configuring and implementing CCaR™ to meet mission and task order requirements, Supporting data integration efforts across Army financial systems, Delivering training to Army organizations, staff, and supporting stakeholders
• Ensure successful onboarding of users across Army PAE organizations, tracking progress against approved schedules and milestones
• Advise leadership on policy updates, governance structures, and implementation memos to institutionalize CCaR™ usage
• Support alignment to DoW and Army financial management policies
• Drive standardization of budget and execution data, reporting, and analysis
• Establish and support executive operating rhythms, including budget reviews, execution reviews, and budget drills
• Capture user feedback and operational insights to identify systemic performance trends and improvement opportunities
• Identify team performance patterns and support continuous improvement of internal quality control and delivery processes
• Collaborate with product and engineering teams to ensure field insights are translated into capabilities
