About The Position

The City of Wilmington is looking for a Project Manager to provide professional-level management and technical evaluations on capital improvement projects and help shape the future of our growing coastal city. This role involves leading projects such as Riverwalk expansions, multi-use trails, roadway improvements, parks, streetscapes, bicycle and pedestrian facilities, and public buildings. You will have the opportunity to manage projects from planning and design through permitting, or from construction through closeout, while collaborating with engineers, consultants, contractors, community members, regulatory agencies, and City leaders. The position requires balancing technical expertise with problem-solving, collaboration, fiscal stewardship, and public service to address complex challenges and drive Wilmington's progress. Your work will have a visible impact on the community, contributing to infrastructure that supports quality of life, connectivity, growth, and the city's future.

Requirements

  • Bachelor's degree in Civil Engineering or a closely related field and three years of relevant experience, or equivalent combination of education and experience.
  • Class C Driver's License.

Responsibilities

  • Providing technical engineering and administrative guidance for various types of capital improvement projects.
  • Negotiating and administering contracts for design and construction services.
  • Providing fiscal management of capital improvement projects, including cost estimations, value engineering alternatives, budget monitoring, contract amendment and change order negotiation, and invoicing.
  • Overseeing and managing consultants and contractors regarding performance, contract duties, project status, and scheduling.
  • Incorporating design or construction changes to address unforeseen conditions.
  • Performing periodic site visits for project coordination and construction issues.
  • Coordinating with internal and external stakeholders throughout project lifecycles for input and feedback.
  • Coordinating property acquisitions with the City's Property Acquisitions Specialist.
  • Managing public relations and resolving citizen concerns.
  • Chairing public information meetings, design coordination meetings, pre-bid meetings, pre-construction meetings, and progress meetings.
  • Representing the City of Wilmington in meetings with regulatory agencies.
  • Authoring technical specifications and developing or improving construction details.
  • Assisting in updates to the Technical Standards and Specifications Manual.
  • Participating in the City's Technical Review Committee for private development plans.
  • Preparing and presenting City Council agenda items.
  • Participating on various internal and external committees.
  • Pursuing continuous professional development.
