This position will fulfill the roles of Project Manager of the Request for Proposal (RFP) development and vendor selection. It will support the Commissions in all facets of the Commonwealth's RFP requirements in development, submission, evaluation, negotiation, and award of contract. The position will maintain the role of advocate for the Commissions at every stage of the RFP procurement process. The successful candidate for this position must possess direct project management experience of similar sized scope and complexity of projects that include a software development life cycle, order fulfillment and customer/sales support. Familiarity with natural resource management, conservation, and outdoor recreation is highly desired. Technical writing skills are preferred. The successful applicant must be capable of working independently to meet the objective of developing an RFP using the Commonwealth's format and assuring compliance with IT policies, procedures, and procurement rules. The RFP must succinctly capture both Commissions' licensing and other identified program requirements. The project manager is responsible for maintaining project documents, developing/monitoring the project schedule, capturing meeting notes and document/tracking action items throughout the life of the project. The project manager will also develop the Commissions' RFP document and manage the submission and assist with the vendor evaluation and final contract negotiations.
