About The Position

The City of Eustis is seeking a trustworthy, responsible individual who, under the direction of the Director of Public Works, performs advanced engineering work, including construction layouts, surveys, preparation of specifications, scheduling, and cost estimates. The employee also serves as project manager on major capital improvement projects, including water and wastewater, storm water, streetscapes, etc., as well as serving as technical engineering advisor, making recommendations on bids, proposals, contracts, development plans, and projects. Work is performed with considerable independence and latitude, and the incumbent is expected to exercise experienced judgment and initiative in managing and being responsible for all technical operations.

Requirements

  • Bachelor's Degree from an accredited college or university in Civil or Environmental Engineering; supplemented by at least five (5) years of responsible public utilities and engineering experience, including project management experience or a minimum 15 years’ experience in engineering design and layout, construction, and/or construction administration.
  • Must possess a valid Florida Driver’s License with an acceptable driving record.
  • Thorough knowledge of the principles, procedures and practices of public utilities projects; knowledge of water and wastewater systems design, construction and maintenance methods, materials and equipment; knowledge of civil engineering principles and practices; knowledge of applicable laws and regulatory codes related to public improvement projects and developments; knowledge of the physical & social characteristics of the area; knowledge of budgetary development, administration and control; knowledge of the principles and practices of public administration.
  • Ability to oversee and manage civil engineering projects and programs; ability to perform statistical research, evaluate and analyze findings and form conclusions; ability to present ideas clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with employees, outside agencies and general public; ability to draft, read and interpret maps, aerial photographs, survey notes and other cartographic records; ability to work on-call, as required, including nights, weekends and holidays; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked.
  • Skill in public speaking; skill in basic cartography

Responsibilities

  • Plans and implements water, wastewater, drainage, street, construction, land use and landscaping projects; designs and prepares plans, drawings, topographic profiles, diagrams, maps, specifications, and time and cost estimates; reviews technical aspects of all projects and makes recommendations regarding bids, contracts and development plans; Manages and oversees assigned projects, including monitoring costs, construction schedules and contract terms and conditions; Performs field and site inspections and enforces city ordinances and regulations; Acts as project manager on contracted engineering projects; coordinates planning efforts with private and public sectors; Serves as a technical resource on public services and engineering topics and advises management on organizational policies and Federal and State laws and statutes; Performs public relations functions between the City and various civic agencies, other agencies, contractors, developers, and general public; answers questions and complaints; initiates and maintains positive public and media relations; Directs and participates in the development, implementation and maintenance of goals and objectives, priorities, policies, procedures and work plans; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services and meeting goals; identifies and resolves problems and/or issues; ensures that goals are achieved; Directs and participates in the preparation, management and coordination of the departmental budget; prepares forecasts of necessary funds for staffing, materials and supplies; presents and justifies programs, operations and activities; monitors and approves expenditures; Attends workshops and professional seminars, as required; Performs other related duties, as required.
