About The Position

As a Project Manager, you will lead the end-to-end RFP development, vendor selection, and procurement process for a large-scale technology modernization initiative. This role requires strong project management expertise, stakeholder engagement, requirements gathering, technical documentation, and contract support to ensure successful procurement, evaluation, negotiation, and vendor onboarding while maintaining compliance with organizational policies and procurement standards.

Requirements

  • Minimum 10 years of project management experience leading complex technology-focused initiatives.
  • Minimum 5 years of experience in requirements gathering, analysis, and documentation.
  • Minimum 5 years of experience drafting and managing Service Level Agreements (SLAs).
  • Minimum 3 years of experience preparing and managing RFPs and procurement-related activities.
  • Demonstrated experience managing projects involving software development lifecycle (SDLC) processes.
  • Strong stakeholder management, facilitation, and communication skills.
  • Experience with vendor selection, proposal evaluation, contract negotiations, and procurement governance.
  • Strong organizational skills with the ability to manage schedules, risks, issues, and deliverables independently.

Nice To Haves

  • Technical writing experience and the ability to develop clear, comprehensive business and procurement documentation preferred.
  • PMP certification and experience in regulated or public-sector environments preferred.

Responsibilities

  • Manage the complete RFP lifecycle, including planning, development, submission, evaluation, negotiation, and contract award.
  • Develop and maintain project plans, schedules, documentation, meeting notes, and action item tracking.
  • Gather, analyze, and document business and technical requirements from stakeholders and subject matter experts.
  • Ensure all procurement activities comply with organizational policies, procedures, and regulatory requirements.
  • Facilitate meetings and workshops with stakeholders, legal teams, and technical experts to drive project objectives.
  • Research industry best practices and recommend enhancements for technology and business processes.
  • Develop and document security, operational, and business requirements for inclusion in procurement documents.
  • Draft and prepare Service Level Agreements (SLAs), contractual requirements, and supporting documentation.
  • Create vendor evaluation criteria, scoring methodologies, and assist with proposal assessments and demonstrations.
  • Provide consultation and support during vendor negotiations, selection, and contract finalization activities.
