About The Position

Allegheny Science & Technology (AST) is seeking a Project Manager to join our team supporting the Department of Energy. In this role, you will provide project management and technical engineering support for multiple electric power transmission projects, which encompass planning, preliminary designing, permitting, and constructing high-voltage infrastructure facilities. This includes providing guidance and assistance to monitoring project schedule, resources and offering technical expertise, facilitating coordination with WAPA and external stakeholders, and ensuring proper documentation and record-keeping throughout the project lifecycle.

Requirements

  • Bachelor of Science degree from an accredited university in engineering, construction management.
  • Minimum of fifteen (15) years of professional experience in engineering, construction, or utility infrastructure.
  • At least ten (10) years serving as a project manager, senior project manager, or deputy project manager with direct accountability for scope, schedule, and cost control, with a minimum of five (5) of those years specifically on high-voltage transmission projects.
  • At least ten (10) years managing Bulk Electric System (BES) transmission line construction projects at 115 kV
  • Demonstrated experience managing transmission construction projects, each with a total construction value exceeding 100 million.
  • Demonstrated experience with transmission line rebuild projects, with the ability to provide project examples.
  • Demonstrated experience with design-bid-build delivery, including coordination between the designer of record and the construction contractor, with the ability to provide at least one project example.
  • Demonstrated experience leading and coordinating cross-functional project teams in complex organizational environments where influence, rather than direct supervisory authority, is essential. This includes navigating the organizational structures and internal dynamics of federal agencies, large utilities, or other similar entities (such as Power Marketing Administrations), aligning diverse stakeholders on priorities and decisions, resolving conflicts, and consistently driving measurable progress in scope, schedule, and cost performance. Provide project examples.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook), Microsoft Project, Microsoft SharePoint, and Microsoft Teams.
  • Demonstrated experience using applications such as Maximo, SAP Business Objects Enterprise (BOE), and Geographic Information Systems (GIS) to support Project Management tasks such as data gathering and analysis, budget tracking, forecasting, and expense reporting.
  • Working familiarity with GIS is sufficient to interpret mapping and right-of-way (ROW) or environmental constraint exhibits.

Responsibilities

  • Provide comprehensive Project Management and Owner's Engineer support for large-scale, multi-year electric transmission capital projects in various stages: development, construction, or closeout.
  • Perform owner’s engineer functions during active construction, including: Technical submittal review and disposition recommendations for materials, shop drawings, and test reports.
  • Request for Information (RFI) triage and technical evaluation, including recommended responses and impact assessments.
  • Constructability reviews and evaluation of field changes, including recommendations to mitigate rework and schedule impacts.
  • Schedule control, encompassing periodic schedule updates, critical path awareness, and recovery planning.
  • Lead construction issue triage and incident response, including receiving and validating contractor notifications, initiating and managing required reporting, coordinating with procurement and contract administration staff, developing and documenting recommended next steps and corrective actions, tracking resolution to closure, and maintaining contemporaneous records suitable for Federal Acquisition Regulation (FAR)-based contract administration.

  • The pay range for this position based on full-time employment is $140,000 - $185,000.
