About The Position

The International Organization for Migration (IOM) is seeking a Project Manager for the Resettlement Support Center (RSC). This role is crucial for supporting the United States Refugee Admissions Program (USRAP), which aims to provide resettlement opportunities to thousands of refugees annually. IOM's involvement includes case processing, health assessments, cultural orientation, transportation, and managing a travel loan program. The RSCs, under the USRAP, offer vital support and processing assistance for resettlement to the US. IOM, through a Memorandum of Understanding with the US State Department Bureau for Population, Refugees and Migration (PRM), is responsible for implementing RSC functions in designated locations. This involves assisting US Citizenship and Immigration Services (USCIS) officers, facilitating screenings, providing information to US resettlement agencies, and delivering Cultural Orientation (CO) training. The position will initially be based in Washington DC, with a subsequent relocation required based on programmatic needs. The project is large in scope, encompassing diverse working environments and complex operational and logistical challenges, potentially including conflict zones, politically sensitive areas, border regions, hardship locations, and remote areas. The role may involve supervising sub-offices and requires travel to various operational locations, including remote and hardship areas with diverse security advisories.

Requirements

  • Experience in project management.
  • Experience working with resettlement programs.
  • Familiarity with the United States Refugee Admissions Program (USRAP).
  • Understanding of case processing, migration health assessments, cultural orientation, and organized transportation.
  • Ability to manage complex and logistically challenging operations.
  • Willingness to travel to diverse and potentially challenging locations.
  • Ability to work under the general supervision of the Global Programme Coordinator, USRAP.
  • Ability to report to different supervisors depending on administrative and technical matters.
  • First-tier candidates are prioritized, including internal candidates, external female candidates, and candidates from specific non-represented member states of IOM.

Responsibilities

  • Manage and oversee the operations of the Resettlement Support Center (RSC) in accordance with the Memorandum of Understanding (MOU) with the US State Department Bureau for Population, Refugees and Migration (PRM).
  • Provide direction, oversight, and guidance to IOM’s global support for all resettlement programs.
  • Support visiting US Citizenship and Immigration Services (USCIS) officers.
  • Facilitate security and medical screenings for refugees.
  • Provide information about arriving individuals to resettlement agencies in the US.
  • Offer Cultural Orientation (CO) training to individuals departing for the US.
  • Manage a large-scale project with diverse working environments, including urban, rural, and camp settings.
  • Oversee operations in complex and logistically challenging locations, potentially including conflict zones, politically sensitive areas, border regions, hardship locations, and remote areas.
  • Provide technical supervision to sub-offices, if applicable.
  • Travel to all locations of operational importance for monitoring and oversight, including remote and hardship areas and areas with varied security advisories.
