About The Position

The United States Refugee Admissions Program (USRAP) operates globally, aiming to provide resettlement opportunities to thousands of refugees annually. IOM supports USRAP by offering services such as case processing, migration health assessments, cultural orientation training, organized transportation, and managing a travel loan and collections program. The Department of Mobility Pathways and Inclusion (DMPI), through the Resettlement and Movement Management Unit (RMM), is responsible for overseeing IOM's global support for all resettlement programs. Resettlement Support Centers (RSCs) are crucial for providing support and processing assistance for resettlement to the US under the USRAP. As per the MOU with the US State Department Bureau for Population, Refugees and Migration (PRM), IOM manages RSC functions in designated locations. This involves assisting visiting USCIS officers, facilitating security and medical screenings, providing information to US resettlement agencies, and conducting Cultural Orientation (CO) training for individuals resettling in the US. The position will initially be based in Washington DC, with potential relocation based on program needs. The Deputy Project Manager, RSC, will support the overall management of the RSC under the guidance of the Project Manager, RSC, reporting initially to the Deputy Global Programme Coordinator, USRAP, and later to the Administrative Head upon relocation. The project is extensive, involving diverse working environments (urban, rural, camp settings) and operationally complex, logistically challenging locations. These may include areas with conflict, political sensitivity, border regions, hardship locations, and remote areas. Some locations may have sub-offices under the Deputy Project Manager's technical supervision. Travel to all operational locations for monitoring and oversight, including remote, hardship, and high-security risk areas, is anticipated.

Requirements

  • Experience in managing large-scale projects.
  • Experience working in diverse and challenging environments (urban, rural, camp settings, conflict zones, politically sensitive areas, border regions, hardship locations, remote locations).
  • Willingness to travel to all operational locations, including remote and hardship areas, and areas with security advisories.
  • Experience with the United States Refugee Admissions Program (USRAP) is implied by the role's context.
  • Experience in case processing, migration health assessments, cultural orientation training, or organized transportation is implied by the context of RSC functions.
