The Project Manager is responsible for planning, coordinating, managing, and executing Military Construction (MILCON) projects to ensure project objectives are achieved within established scope, schedule, budget, quality, and safety requirements. The Project Manager serves as the primary point of contact for clients, stakeholders, design teams, and contractors, overseeing project delivery from initial planning through construction completion and closeout.

Requirements

  • Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, or a related discipline from an accredited college or university.
  • Minimum of 7 years of progressively responsible experience in project management, construction management, engineering, or architecture.
  • Minimum of 3 years of experience managing federal or Military Construction (MILCON) projects.
  • Experience coordinating multidisciplinary teams and managing projects through planning, design, and construction phases.
  • Experience managing project budgets, schedules, and client relationships.
  • Working knowledge of federal project delivery processes and construction management practices.
  • Strong leadership and project management skills.
  • Knowledge of MILCON planning, programming, design, and construction processes.
  • Understanding of Department of Defense (DoD), USACE, NAVFAC, and/or other federal agency project requirements.
  • Strong organizational and time-management skills.
  • Excellent verbal, written, and presentation communication skills.
  • Ability to manage multiple projects and competing priorities simultaneously.
  • Proficiency in project scheduling and project management software applications.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Ability to review technical documents, drawings, plans, and specifications.
  • Knowledge of risk management, cost control, and quality management principles.
  • Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Ability to build and maintain professional relationships with clients and stakeholders.
  • Ability to travel up to 25% to 50% based on project locations and client requirements.
  • Ability to obtain and maintain access to federal and military installations.
  • Ability to obtain and maintain security clearance when required by contract.
  • Valid driver's license with a satisfactory driving record.
  • Ability to work occasional extended hours to meet project deadlines and support construction activities.

  • Professional Engineer (PE) license.
  • Project Management Professional (PMP) certification.
  • Certified Construction Manager (CCM).
  • Master's degree in Engineering, Construction Management, Business Administration, or a related discipline.
  • Experience supporting USACE, NAVFAC, AFCEC, GSA, VA, or other federal agencies.
  • Experience managing Design-Build and Design-Bid-Build projects.
  • Experience with Primavera P6, Microsoft Project, or similar scheduling software.
  • Knowledge of federal acquisition and contract administration processes.

Responsibilities

  • Manage MILCON projects through all phases of planning, design, procurement, construction, and closeout.
  • Serve as the primary liaison between government clients, project stakeholders, contractors, and internal project teams.
  • Develop and maintain project schedules, budgets, staffing plans, and performance metrics.
  • Monitor project progress and ensure compliance with contract requirements, project objectives, and client expectations.
  • Coordinate multidisciplinary teams including architects, engineers, environmental specialists, and construction personnel.
  • Review project designs, specifications, cost estimates, schedules, and technical deliverables.
  • Manage project risks and implement mitigation strategies to minimize impacts on scope, cost, and schedule.
  • Facilitate project meetings, status reviews, and client briefings.
  • Track project financial performance, including budgeting, forecasting, invoicing, and earned value metrics, as applicable.
  • Review contractor submittmits, requests for information (RFIs), schedules, and change orders.
  • Ensure compliance with applicable federal regulations, Unified Facilities Criteria (UFC), contract requirements, and agency standards.
  • Conduct site visits and inspections to verify construction progress and quality.
  • Prepare project reports, presentations, and correspondence for clients and senior leadership.
  • Support project quality assurance and quality control initiatives.
  • Maintain accurate project documentation and records.
  • Support proposal development and business development initiatives.
  • Assist in contract negotiations and project modifications.
  • Participate in client relationship management activities.
  • Mentor junior project managers, engineers, and project support staff.
  • Support program-level reporting and strategic planning efforts.
  • Participate in lessons learned and continuous improvement activities.
  • Perform other duties as assigned.
